About the Intelligence Center Acquisition Department:

The Intelligence Center Acquisition Department (N943) plays a crucial role in supporting mission objectives by optimizing our sponsor's purchasing power and improving acquisition effectiveness. We provide timely, precise, and innovative acquisition solutions by utilizing best practices, insights gained from experience, and specialized knowledge. Our goal is to develop and implement innovative strategies, provide thought leadership, and offer evidence-based recommendations that significantly impact our sponsors' missions. We are also committed to shaping the future workforce in intelligence through deliberate talent development.

Position Overview:

We are in search of a seasoned Lead IC Contracts and Acquisition Professional to contribute to our mission. The selected individual will:

  • Take the lead or contribute to multiple concurrent MITRE initiatives, delivering Contracts and Acquisition expertise to a sponsor within the US Intelligence Community. Depending on project scope, you may function as an independent subject matter expert or as a leader within an acquisition support team.
  • Collaborate closely with government Contracts personnel to create and review essential documentation for various acquisition types, including Statements of Work (SOWs), Statements of Objectives (SOOs), Market Research, Independent Cost Estimates (ICE), and Acquisition Strategies and Plans.
  • Advise the sponsor on their Contracting/Acquisition strategy and workflow, and engage in source selection activities.
  • Work alongside engineering and technical experts to translate operational mission requirements into contractually sound specifications.
  • Exhibit versatility by effectively working as an individual contributor, team member, or team leader, ensuring successful performance on assigned tasks.

Basic Qualifications:

  • Active TS/SCI clearance with Full Scope Polygraph.
  • A minimum of 8 years of relevant experience with a Bachelor's degree; or 6 years with a Master's degree; or a PhD with 3 years of experience; or an equivalent combination of education and experience.
  • Proven experience in applying structured acquisition processes and developing lifecycle artifacts such as requirements documents, acquisition plans, and source selection documentation.
  • Demonstrated success in managing multiple complex contracts and acquisition projects.
  • In-depth knowledge of FAR and FAR Supplement, along with sponsor-specific regulations and policies related to acquisition.
  • Experience in translating operational needs into acquisition and technical requirements.
  • Proficient in providing both pre- and post-award acquisition support, including market research and requirements analysis.
  • Strong analytical and strategic thinking skills, coupled with excellent written and verbal communication abilities.
  • A positive, solution-oriented mindset with the ability to create win-win scenarios.

Preferred Qualifications:

  • Experience with mission IT-focused acquisitions.
  • Proven capability to advise the federal government on all aspects of the acquisition lifecycle.
  • Experience providing acquisition support to the Intelligence Community.
  • Relevant certifications such as FAC-C, DAWIA Contracting Level II or III, or NCMA CFCM or CPCM.
  • Project Management certifications such as DAWIA Program Management Level II or III or PMI PMP.
