Position Overview:
The Office of Justice and Civil Rights, part of the Office of the Secretary, is in search of a Management Analyst 5 to leverage various systems for the provision of significant and real-time data insights.

Key Responsibilities:
In this capacity, you will operate under the supervision of the Chief Investigator, delivering essential and timely support, expert guidance, and consultation to executive-level personnel and senior management. Your proactive approach will involve identifying enhancements in data tracking and interpretation processes to assist the OJCR in achieving its goals.

Your primary duties will include:

  • Overseeing the database program processes and modifications for OJCR; managing the investigative case management database for the agency, coordinating with super users, and monitoring database improvements and reporting.
  • Leading project development and management, including team processes and strategies for process enhancement.
  • Utilizing available databases and investigative data reports to design, develop, and implement systems that scrutinize integrated data and generate reports.
  • Analyzing data and creating reports through advanced data visualization systems; tracking trends, making recommendations, and proposing improvements for future program needs.
  • Developing data visualization reports for enhanced data accessibility and functionality; presenting complex reports and processes effectively.
  • Acting as the backup point of contact and administrator for data tracking software utilized in investigations and assessments within the agency.
  • Coordinating departmental data requests; identifying, evaluating, collecting, analyzing, and interpreting OJCR information to meet the agency's mission and operational requirements.
  • Facilitating data requests between customers and stakeholders with diverse issues.
  • Maintaining project management tools, templates, and standard operating procedures; establishing an effective process for analyzing business cases, allocating resources, and monitoring project completion.

Qualifications:
This position is suited for professionals with a minimum of 9 years of demonstrated experience in conducting research and analyzing policies, laws, rules, or regulations within a legal context, including policy development, change management, and data analysis or management. Relevant professional experience should encompass:

  • Data analysis, including modeling, reporting, and documentation; designing data quality management systems and complex datasets; developing data dashboards and validation tools.
  • Expertise in constructing complex datasets using Excel.
  • Experience in a legal environment requiring substantial knowledge of legal concepts, issues, and analysis; paralegal work or analysis of intricate issues.
  • Building partnerships and networks; employing effective engagement and persuasion strategies to gain acceptance of ideas and commitment to actions that support specific outcomes.
  • Conducting research and leading business projects; analyzing policies, laws, and regulations.
  • Innovating solutions that deliver measurable value for existing and prospective clients.
  • Effective communication skills with a commitment to fostering a safe, respectful, equitable, and inclusive workplace.

Education:
A college degree in business administration, public administration, law, public health, health administration, or a related field may substitute for the required work experience on a year-for-year basis. For example, an associate degree in relevant fields with 7 years of experience, a bachelor's degree with 5 years, or a related master's degree with 3 years will also be considered.
