Overview

The Director of Finance and Accounting is responsible for overseeing all financial, accounting, and reporting functions within the Tampa Housing Authority.

This role leads the strategic direction of accounting and finance operations, with functional oversight of accounting, accounts payable, budgeting, and expense management procedures.

The Director will ensure that robust systems and procedures are established to support effective program execution and maintain strong internal controls.

The position involves maximizing the utilization of program funds through effective budgetary controls and financial analysis. Prepares internal reports analyzing the Housing Authority's RAD program, operating budgets, and Housing Choice Voucher Program.

Develops financial models to assess cash flows, evaluate scenarios, and ensure optimal operational performance of THA's multifamily projects.

Key Responsibilities
Manage the accounting operations of the authority, including daily accounting activities.

Establish and implement month-end closing procedures and coordinate closing tasks with accounting personnel to ensure timely completion of financial statements.

Coordinate grant revisions and associated budget modifications with HUD.
Verify the accuracy and completeness of general ledger account balances.

Review monthly and quarterly financial statements, including balance sheets and income statements for distribution to CFO, COO, President, Board, and relevant THA management personnel.

Analyze energy program utility consumption reports to support the Agency's HUD subsidy calculations and fiscal budget.
Assist Directors and Department managers in refining processes to monitor approved budgets.
Ensure the chart of accounts aligns with HUD systems to promote timely reporting.
Oversee daily cash management of bank accounts.
Act as a liaison with the M.I.S. department to assess the impact of systems changes on accounting operations.
Review and analyze the Financial Data Schedule (FDS).
Establish and maintain computer modules in YARDI to facilitate data input and reconciliation.
Oversee year-end accounting functions and prepare the annual budget.
Prepare HUD operating fund calculations (subsidy).
Compile year-end audit schedules and collaborate closely with external auditors to provide necessary data or oversight for audit activities.
Prepare the Management Discussion and Analysis (MDA) report for inclusion in the Agency's audited financial statements.

Develop an agency-wide operating budget and assist with the final presentation to the Board of Commissioners, including budgets prepared for related entities and component units.

Review and update the accounting procedures manual as necessary.
Research IRS regulations to ensure compliance.
Prepare and file local government personal property tax returns as required.
Coordinate the annual fixed assets module in Yardi.
Generate financial data reports to support Agency audits and HUD REAC annual submissions.

Develop financial models to evaluate cash flows, assess scenarios, and ensure optimal operational performance of THA's multifamily projects (Financial Analysis).

Conduct financial analysis of business activities and other programs.
Collaborate closely with Asset Management functions to assist in financial analysis.
Develop financial models to support cost analysis across all programs.
Establish and maintain financial planning models and assist in designing and implementing new financial reports.
Assist in developing pro forma financials by gathering and evaluating economic, demographic, and real estate market data.
Provide comprehensive analysis on new HUD programs to support company-wide decision-making.

Work collaboratively with other Finance staff and non-financial professionals across the organization to develop and maintain forecasts in the budgeting system.

Supervisory Responsibilities
Oversee the accounting staff.
Conduct pre-employment interviews and make hiring recommendations.
Interpret and apply personnel policies, departmental policies, and other relevant policies and procedures.
Plan, assign, and review the work of subordinates.
Train or direct the training of new personnel.
Prepare and review performance appraisals and discuss Performance Improvement plans with subordinates as appropriate.
Ensure timely completion of performance evaluations for staff.
Provide counseling to subordinates regarding job performance and document in accordance with established procedures.
Recommend disciplinary and other personnel actions as necessary.
Review time and leave reports for the department.Knowledge, Skills, and Abilities
Knowledge of Tampa Housing Authority policies and procedures.

Understanding of HUD and other federal, state, and local regulations related to the financial operations of a public housing authority.

Familiarity with management and supervisory principles and practices.
Proficiency in accounting principles and practices.
Experience with accounting-related software.
Expertise in report preparation techniques.

Ability to plan, organize, and assign routine work and special projects to meet HUD requirements and organizational goals.

Ability to compile data and prepare reports.
Effective oral and written communication skills.
Ability to establish and maintain effective working relationships with supervisors, subordinates, co-workers, auditors, and consultants.
Ability to analyze reports and financial data and formulate recommendations.
Ability to understand oral and written instructions.
Capability to initiate and manage work projects effectively.
Ability to anticipate potential problems and needs to develop and implement appropriate corrective actions.
Ability to evaluate subordinate performance, correct deficiencies, and effectively assign personnel.
Skill in analyzing and summarizing financial data.
Proficiency in using personal computers and the YARDI system.
Expertise in applying accounting principles and practices.
Skill in developing accounting policies and procedures to meet organizational goals and objectives.Minimum Qualifications
Bachelor's Degree in Accounting, Finance, or a closely related field.

A minimum of fifteen (15) years of experience in public or governmental accounting, including five (5) years of progressive supervisory experience; or an equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities.

CPA certification is required.

Other Requirements:
Valid Florida Driver's License. Must be insurable under the agency's insurance policy.
