Position Overview:
The incumbent will be responsible for leading strategic planning initiatives, coordinating annual publications, and overseeing internal strategic planning activities. This role involves the development and monitoring of organizational performance metrics, as well as crafting written engagement strategies and planning guidance.

Key Responsibilities:
1. Conduct continuous, independent research to gain a comprehensive understanding of national security challenges, risks, and initiatives essential for operational success.
2. Identify gaps or overlaps in oversight coverage through thorough research and collaboration with senior leadership and oversight entities.
3. Manage complex projects aimed at enhancing agency performance and the effectiveness of organizational planning to meet established goals.

Advisory Role:
Provide guidance to working groups and team members to promote best practices, ensure project adherence to scope and timelines, and collaborate with management to implement strategic recommendations.

Persuasion and Communication:
Demonstrate the ability to influence stakeholders to recognize the long-term strategic value of initiatives, offering alternative solutions and effectively presenting recommendations while adhering to applicable standards.

Qualifications:
Must be a U.S. Citizen and able to obtain and maintain a Top Secret/Sensitive Compartmented Information security clearance. Candidates must have at least one year of specialized experience at the GS-14 level or equivalent, including leadership collaboration at the organizational level, development of engagement strategies, and effective communication through written and verbal means.

Additional Requirements:
Applicants must meet the minimum qualification standards as outlined in the Office of Personnel Management (OPM) Operating Manual. Volunteer experience and participation in National Service programs will be considered qualifying experience.

Note:
Education cannot substitute for experience at this grade level. The position may require a probationary period and adherence to the DoD Standards of Conduct.
