Work Hours: Monday - Friday 8 am-5 pm

As a Procurement Specialist, you will engage in professional activities related to the acquisition of a diverse range of materials, supplies, equipment, and services. Effective management of time and resources, along with a clear understanding of assigned tasks, are essential skills for this role. Responsibilities include drafting and reviewing solicitation documents, determining acquisition methods, analyzing solicitation responses, and interpreting scopes of work and specifications. Strong writing skills for legally compliant documents are crucial. This position requires a high level of independent task management and diplomatic communication with various stakeholders, including County staff, officials, suppliers, and the public.

Key Responsibilities:

1. Manage a substantial volume of diverse and complex tasks, coordinating activities to meet organizational deadlines while directly interacting with County officials and department heads.

2. Participate in procurement planning with departmental staff, assisting in the development and review of specifications to ensure clarity and precision.

3. Utilize standard solicitation templates for the procurement of goods, services, technology, and construction.

4. Organize and facilitate information sessions, site visits, bid openings, evaluation committee meetings, and negotiations.

5. Conduct thorough due diligence to assess bid and proposal responsiveness, evaluate pricing, and prepare award recommendations.

6. Negotiate contracts for various procurement needs, maintaining effective communication with County staff to understand priorities and provide updates on purchase requests.

7. Address supplier performance issues and guide County staff accordingly.

8. Communicate purchasing policies and procedures to both County staff and the supplier community.

9. Provide clear responses to complex inquiries related to procurement.

10. Prioritize and manage assigned work to adapt to the changing needs of the organization.

11. Maintain accurate records and documentation on all solicitations, responses, purchases, contracts, and related correspondence.

12. Stay informed about trends and developments in governmental purchasing procedures and regulatory changes.

13. Uphold the integrity of the public procurement process.

Minimum Qualifications:

Associate's degree in business management, business administration, or a related field.

One (1) or more years of progressively responsible experience in a procurement-related role providing direct services for the acquisition of goods, services, technology, supplies, and construction.

A comparable combination of work experience and training may substitute for educational requirements.

Knowledge, Skills, and Abilities:

- Familiarity with modern procurement methods, principles, and practices.

- Understanding of various grades and quality of commodities and services, sources of supply, and current pricing trends.

- Proficiency in using computers and software relevant to the procurement process.

- Ability to comprehend and adhere to the County's Procurement Code and purchasing procedures.

- Capacity to establish and maintain effective working relationships with County employees, vendors, and the public.

- Strong communication skills, both oral and written.

- Ability to effectively manage time and prioritize tasks.

- Skill in analyzing bids and proposals in relation to established qualifications and requirements.

- Competence in managing a high volume of diverse work while providing timely updates on assignments.
