Position Overview:

The State of Arizona is committed to fostering a work environment that emphasizes flexibility, independence, and trust among its employees. In accordance with state regulations, the State Land Commissioner acts as the State Cartographer, delegating the responsibility of overseeing statewide GIS operations to the Deputy State Cartographer/Senior GIS Analyst. This role involves collaboration with a diverse range of organizations, including state agencies, local governments, federal entities, and private sector partners. Under the supervision of the agency's Chief Information Officer, the incumbent will also manage and support the Arizona Geographic Information Council (AGIC) and its associated workgroups and committees. AGIC serves as a platform for GIS professionals from various governmental levels to collaborate on data sharing, best practices, and initiatives. The Deputy State Cartographer will represent Arizona at the National States Geographic Information Council (NSGIC).

The Deputy State Cartographer will also be responsible for supporting critical GIS functions within the Arizona State Land Department (ASLD). Responsibilities include, but are not limited to, the creation of cartographic products, user training, application design, data acquisition and processing, spatial data analysis, serving as the primary contact for state-level GIS support, overseeing AZGeo (the statewide geospatial clearinghouse), and establishing agreements to secure funding for AGIC and AZGeo.

Key Responsibilities:

  • Assist in the development, maintenance, and promotion of high-quality geographic data, information, technology, and governance throughout the state. Participate in geographic data collection, visualization, and dissemination across state and federal agencies, municipalities, and other entities. Promote GIS services, including aerial imagery, elevation data, and parcel information. - 25%
  • Collaborate with AGIC to establish and enforce geospatial data standards, guidelines, and procedures. Support economic development initiatives through the provision of geographic data. Foster partnerships with state agencies, municipalities, and other entities to facilitate data sharing and integration. - 25%
  • Act as an advisor to the Land Department's IS/RAD Director and the executive management team. Provide guidance on geospatial data and systems to the Executive Staff. Build strong relationships with department directors, Agency Information Officers, and executive staff to advance AGIC's objectives. - 10%
  • Design cartographic products adhering to best practices and community standards. - 5%
  • Provide guidance and support to junior staff and other GIS system users. - 5%
  • Implement the principles and concepts of the Arizona Management System; actively engage in daily group meetings and updates; continuously identify areas for process and quality enhancement while adhering to established standards. - 5%
  • Perform other duties as assigned. - 5%

Knowledge, Skills & Abilities:

Knowledge:

  • Extensive knowledge of GIS systems, spatial data, database systems, coordinate systems, and development platforms.
  • Familiarity with statewide IT, Data, and Security policies.
  • Understanding of open meeting laws.

Skills:

  • Proficiency with software tools such as meeting software, Microsoft Office, and Google Workspace.
  • Strong customer service and communication skills, including active listening and effective verbal and written communication.
  • Ability to write advanced technical documentation.
  • Skill in creating and manipulating GIS datasets.
  • Competence in both web and desktop GIS software, including ArcGIS Pro, ArcGIS Online, ArcGIS Hub, Story Maps, and Experience Builder.

Abilities:

Preferred Qualifications:

  • A Bachelor's or Master's degree in geography, computer science, information systems, or a related field.
  • A minimum of 5 years of experience in GIS or a related field.
  • 2 to 3 years of leadership experience managing multiple projects.
  • Experience in establishing standard processes and managing key performance metrics.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job. Employees operating a motor vehicle on State business must possess a valid driver's license and complete all required training. Additionally, all newly hired State employees must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
