Job Description

Noblis is seeking a highly skilled Software Solutions Engineer to support the Federal Aviation Administration (FAA) Air Traffic Systems and Surveillance Services directorates within the Program Management Organization (PMO).

The ideal candidate will have a strong background in software design, development, testing, and deployment, with a focus on user experience and human factors. They will work closely with the FAA to develop innovative software solutions that enhance operations and improve safety.

Responsibilities:

  • Design, develop, test, and deploy computer software solutions.
  • Conduct feasibility analysis, problem definition, requirements development, and solution development.
  • Document and demonstrate solutions by creating documentation, flowcharts, layouts, diagrams, charts, code comments, and clear code.
  • Prepare and install solutions by determining and designing system specifications, standards, and programming.
  • Improve operations by conducting systems analysis and recommending changes in policies and procedures.
  • Develop software solutions by studying information needs, conferring with users, studying systems flow, data usage, and work processes.
  • Follow the software development lifecycle to ensure high-quality deliverables.
  • Apply Agile Scrum and Scaled Agile Framework (SAFe) methodologies to ensure efficient and iterative development processes.
  • Design and develop solutions to be hosted in the cloud (e.g., AWS, Azure), ensuring scalability, security, and performance optimization.
  • Utilize database solutions such as PostgreSQL, MySQL, MongoDB, and Oracle.

Requirements:

  • Proven experience in software design, development, testing, and deployment.
  • Strong background in systems analysis and requirements development.
  • Proficiency in using modern programming languages and tools, including Python, Java, C#, JavaScript, and SQL.
  • Experience with modern software development methodologies such as Agile Scrum and Scaled Agile development.
  • Knowledge of modern cloud and database solutions and platforms.
  • Excellent problem-solving skills and attention to detail.
  • Strong communication and collaboration abilities.

Education and Experience Requirements:

  • Senior-level: Minimum of 15 years' experience with bachelor's degree in Computer Science, Electrical Engineering, or Information Systems or related field.
  • Mathematics, Statistics, Operations Research, or Business Administration.
  • 5 years of relevant experience may be substituted for the bachelor's degree.
  • Master's degree or MBA in related field may be substituted for bachelor's degree and 3 years' experience.
  • PhD in related field may be substituted for bachelor's degree and 7 years' experience.

Compensation Ranges:

C and NJ:
$99,100 - $206,250
