Position Overview:
This role is essential in supporting the District's procurement of goods and services for various departments, adhering to the New Mexico State Procurement Code Regulations. The Purchasing Buyer I will engage in a range of specialized tasks related to procurement and customer service, collaborating with District departments and vendors.

Key Responsibilities:

  1. Deliver exceptional customer service through effective communication with District management, employees, and vendors.
  2. Maintain an organized system for tracking outstanding and completed requisitions, purchase orders, and returns, both in documentation and within the software system.
  3. Direct inquiries requiring policy interpretation or technical expertise to Management for resolution.
  4. Acquire knowledge of and comply with procurement processes in accordance with the New Mexico State Procurement Code.
  5. Execute District purchase orders, manage vendor shipments, and ensure accurate documentation throughout the process.
  6. Solicit competitive quotes from approved vendors as necessary.
  7. Authorize purchases within designated levels of authority.
  8. Address inquiries regarding inventory and purchasing matters within the scope of authority.
  9. Assist in the receipt of goods and address any shipping discrepancies or product defects.
  10. Maintain cleanliness and organization in the warehouse as required.
  11. Perform accurate mathematical calculations and data entry tasks.
  12. Support periodic physical inventory and reconciliation efforts.
  13. Organize and uphold inventory stock in optimal condition.
  14. Transport orders from vendors using a District vehicle as needed.
  15. Verify the return of cores.
  16. Adhere to all departmental and District policies and procedures.
  17. Ensure consistent attendance during scheduled shifts.
  18. Collaborate effectively with team members to achieve organizational goals.
  19. Carry out additional duties as assigned.

Knowledge, Skills, and Abilities:
Candidate must possess a solid understanding of general office practices and procedures, with customer service experience being advantageous. Familiarity with purchasing components related to fleet, heavy equipment, and agricultural machinery is a plus. Proficiency in business English, including spelling, grammar, and punctuation, is essential. General math skills and competency with office equipment and computer software are required, along with the ability to quickly learn relevant software programs. Knowledge of general accounting principles is beneficial.

The candidate should demonstrate the ability to communicate effectively, exercise independent judgment, and address purchasing issues with District departments and vendors. The ability to manage multiple tasks and deadlines in a dynamic environment is crucial, as is the capacity to read and interpret regulations and maintain accurate records. Attention to detail and the ability to follow complex instructions are necessary, as is the initiative to act independently while recognizing when to escalate issues to Management. Building and maintaining effective working relationships is key.

Physical Requirements:
While performing the duties of this position, the employee must be capable of navigating the work environment and frequently moving or repositioning materials weighing up to 50 pounds. Effective verbal and written communication skills are essential, along with the ability to operate office and warehouse equipment. Specific vision abilities required include the capacity for extended reading and the ability to adjust focus. Duties may be performed both indoors and outdoors, with varying temperature conditions.

Minimum Qualifications:
A high school diploma or equivalent is required, along with knowledge and experience in New Mexico State Procurement Code Regulations and public sector purchasing preferred. An associate's degree or higher in a related field is preferred. Bilingual proficiency (English/Spanish) is preferred to assist when necessary.

Licenses/Certifications:
A valid driver's license is required, along with forklift certification to be obtained within three months of hire and maintained during employment.

Other Requirements:
Successful candidates must pass a post-offer, pre-employment drug screen, medical examination, and motor vehicle report in compliance with District insurance guidelines.
