SAFETY SENSITIVE POSITION

This role has been classified as safety sensitive in accordance with relevant regulations. Employees in this classification may face disciplinary action, including termination, if they test positive for marijuana components or metabolites, even if they hold a medical marijuana license.

This role is also designated as cyber security sensitive. This designation requires compliance with federal security policies, necessitating national fingerprint-based background checks prior to granting access to sensitive information. Employees will undergo a Criminal Justice Information Services (CJIS) background check after receiving a conditional job offer. Additionally, completion of required security training and passing an online certification test is mandatory.

POSITION OVERVIEW

The Cybersecurity Firewall Specialist operates within the Technology Infrastructure Division of the Information Technology Department and reports to the Information Technology Business Systems Manager. This role is pivotal in managing and upholding the firewall infrastructure of the City to shield the network from external threats, ensuring robust network security, and enforcing security policies and best practices. The engineer is also tasked with designing, implementing, configuring, and maintaining the firewall systems to safeguard the network's security and integrity. This position is crucial for protecting sensitive information, preventing unauthorized access, and mitigating security risks.

PREFERENCE FOR VETERANS

Honorably discharged veterans of the United States Armed Forces, including National Guard and Reserve Forces, who meet the qualifications for this position and are not currently employed full-time by the City will receive preference. To qualify for this preference, veterans must provide verification of honorable discharge prior to the closing of the vacancy announcement.

KEY RESPONSIBILITIES

  • Configure, install, and maintain firewall hardware and software solutions, including next-generation firewalls (NGFW), to secure the organization's network.
  • Develop, implement, and enforce firewall security policies, rules, and access controls to protect sensitive data and ensure compliance with industry standards.
  • Monitor network traffic for suspicious activities, security breaches, and vulnerabilities using intrusion detection and prevention systems (IDPS).
  • Respond promptly to security incidents and breaches, investigate root causes, and implement corrective measures to avert future occurrences.
  • Analyze firewall logs and generate reports to identify security threats, trends, and potential vulnerabilities.
  • Manage user access and permissions by configuring VPNs, ACLs, and other access control mechanisms.
  • Ensure firewall hardware and software are current by applying patches, firmware updates, and security enhancements.
  • Implement network segmentation to isolate critical assets and limit lateral movement in case of a breach.
  • Monitor and optimize firewall performance to maintain network speed and minimize latency.
  • Maintain accurate documentation of firewall configurations, policies, and network diagrams for reference and auditing purposes.
  • Collaborate with other IT teams, including network engineers, system administrators, and security analysts, to ensure a cohesive and secure network environment.
  • Provide training and guidance to employees and IT staff on firewall security best practices and security awareness.
  • Configure and monitor firewalls, ensuring daily usage is tracked, regular maintenance is performed, and patches are applied as necessary.
  • Troubleshoot complex errors and configurations to determine root causes.
  • Create documentation of procedures, configurations, and network topologies.
  • Stay informed about changes and processes for compliance to ensure requirements are met.

MINIMUM REQUIREMENTS

  • Bachelor's degree in Computer Science, Information Technology, or a related field.
  • Three (3) years of experience in firewall administration and five (5) years in Information Technology.
  • Possession of valid industry certifications, such as Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), or Certified Firewall Administrator (CFA).

KNOWLEDGE, SKILLS, AND ABILITIES

  • Proficient in firewall administration, network security, and intrusion detection/prevention systems.
  • Familiarity with various firewall technologies (e.g., Cisco ASA, Palo Alto, Juniper, Fortinet), IDPS, VPN technologies, network monitoring tools, and security information systems.
  • Understanding of network protocols, routing, and switching.
  • Strong analytical and problem-solving skills to identify and respond to security threats.
  • Effective verbal and written communication skills.
  • Ability to thrive in a fast-paced, dynamic environment and adapt to evolving security threats.

WORKING CONDITIONS

  • Primarily indoors in a climate-controlled environment.
  • Occasional local or out-of-town travel may be required.
  • May necessitate working hours beyond the standard schedule for unplanned outages, maintenance activities, or project deadlines.

PHYSICAL REQUIREMENTS

  • Ability to read a video display terminal and draft communications.
  • Effective hearing and speech for verbal communication.
  • Manual dexterity to operate equipment such as computer keyboards.
