Federal Contracts Specialist

At the Johns Hopkins Applied Physics Laboratory (APL), we seek a seasoned government contracts attorney to join our team as an Associate General Counsel. This role will provide legal advice and support to various departments, sectors, and mission areas within APL.
About the RoleThe Federal Contracts Specialist will be responsible for advising on federal government contracting policies, laws, and regulations, including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). The successful candidate will work closely with cross-functional teams to evaluate risks, design mitigation strategies, and implement solutions to achieve business objectives.
Responsibilities- Provide legal advice on standard government contracting documents, including requests for proposals, prime contracts, subcontracts, flow downs, contract clauses, grants, statements of work, non-disclosure agreements, MOUs/MOAs, and teaming agreements.
- Collaborate with internal stakeholders to develop and implement contract cost accounting principles, and respond to DCAA and DCMA audits.
- Support the Ethics and Compliance (E&C) program by providing legal analysis, personal conflict of interest analysis, and other duties as assigned.
- Represent APL in external investigations, administrative complaints, and litigation arising out of government contract-related matters.
- Develop and deliver training on contract-related matters to both enterprise and project teams.
- A JD from an ABA-accredited law school, admission to practice, and at least 3 years of experience in federal government contracts.
- Substantive knowledge of federal government contracting policies and some experience related to government contractor ethics.
- Experience reviewing and providing legal advice on standard government contracting documents.
- Strong research, writing, and verbal communication skills, with the ability to translate complex legal principles into practical business solutions.
- Able to obtain an interim Secret level security clearance by start date and ultimately a TS/SCI clearance.
