This includes data mapping between the Earned Value (EV) cost engine and the schedule, financial import data mapping, rate tables, variance reporting thresholds, program/contract data, custom reporting fields, and configuration of data exports to ensure data accuracy and compliance.

Key Responsibilities:

  • Generate independent or program life cycle cost estimates along with risk, uncertainty, and sensitivity analyses.
  • Perform analysis of alternatives.
  • Evaluate the reliability of government and industry cost estimates and economic analyses.
  • Assess the validity of industry cost proposals.
  • Review government and industry cost-saving initiatives for credibility.
  • Analyze industry contract cost and schedule performance, conducting variance root cause analysis.
  • Create dynamic cost models to meet customer requirements.
  • Conduct risk and uncertainty analysis outputs.
  • Document and present cost estimates and methodologies effectively.
  • Approve Control Account Authorization (CAA) documents.
  • Co-approve the Make/Buy plan for materials within the control account.
  • Define and agree with the Project Manager on the control account's work scope, schedule, and budget.
  • Monitor all control account activities through work package reviews.
  • Identify potential technical, schedule, and cost risks, managing them according to the program's Risk Management process.
  • Provide training and on-site engagement for high visibility/customer interest EVMS functions.
  • Regularly evaluate contractor processes, conduct Earned Value (EV) system surveillance program audits, and ensure data collection and analysis for continuous improvement.
  • Exhibit strong project management and organizational skills.
  • Act as the Business Process Owner of the EV management system, guiding processes, tactics, goals, objectives, KPIs (Key Performance Indicators), and metrics aligned with organizational strategies.
  • Collaborate effectively as a team player.
  • Demonstrate the ability to manage multiple tasks and prioritize effectively.
  • Possess advanced computer skills, with proficiency in standard software applications, particularly in Windows and the MS Office Suite (Outlook, Word, PowerPoint, and Excel).

Education and Experience: A Bachelor's Degree is required, along with experience in project support or management.

Qualifications: The qualifications listed below represent the knowledge, skills, and abilities required for this position. Eligibility for DOD SECRET security clearance is mandatory.

Knowledge, Skills, and Abilities:

  • Ability to apply advanced mathematical concepts, including exponents, logarithms, quadratic equations, and permutations. Proficient in applying mathematical operations to tasks such as frequency distribution, test reliability and validity determination, variance analysis, correlation techniques, sampling theory, and factor analysis.
  • Familiarity with various software programs.
  • Ability to define problems, gather data, establish facts, and draw valid conclusions. Capable of interpreting a wide range of technical instructions in mathematical or diagram form and managing several abstract and concrete variables.
  • Excellent verbal and written communication skills.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Proficient in writing reports, business correspondence, and procedural manuals.
  • Capable of effectively presenting information and responding to inquiries from groups of managers, clients, customers, and the public.
