Job Overview:
This role entails overseeing the management of highway construction initiatives. The individual will be responsible for administering construction contracts, which includes assessing the quality of materials provided and the work executed. The position requires ensuring compliance with both State and Federal regulations throughout the construction process. The engineer will also manage Intelligent Transportation Systems (ITS) and highway construction contracts, with the authority to approve supplemental agreements up to $200,000 and to suspend contract work when necessary.
Key Responsibilities:
- Monitor the advancement of highway construction projects.
- Review material sampling, testing, project inspections, and contract payments.
- Collaborate with internal and external agencies to address conflicts at the earliest possible stage, escalating issues as required.
- Draft, track, and implement supplemental agreements as necessary.
- Ensure contractor adherence to all relevant safety and environmental regulations.
Additionally, the engineer will:
- Conduct research and analysis to interpret and recommend modifications to highway construction standards and procedures, including specifications, project plans, and safety regulations.
- Represent the field office at various meetings, conferences, and seminars, contributing to problem-solving and decision-making discussions.
- Supervise field office personnel, which includes hiring, conducting performance evaluations, and managing training and work assignments.
- Oversee the field office budget, vehicle fleet, IT equipment, and other resources.
Knowledge, Skills & Abilities:
Knowledge of:
- Principles and practices of civil engineering as applied to highway construction.
- Federal, State, and local standards relevant to highway construction and environmental protection.
- Fiber optic communication networks and Traffic Management Systems.
Skills in:
- Researching and analyzing technical highway construction standards.
- Developing and implementing field office priorities related to material sampling and project inspections.
- Effective verbal and written communication in English.
Ability to:
- Conduct thorough research and analysis of highway construction standards.
- Lead and manage teams effectively, fostering a culture of continuous improvement.
Preferred Qualifications:
A Master's Degree in Civil Engineering or a related field is preferred.
Pre-Employment Requirements:
A Bachelor's Degree in Civil Engineering or a closely related field is required, along with a Professional Engineer (P.E.) License for the state of Arizona or proof of eligibility for reciprocity at the time of appointment. This position necessitates driving as a core function, and candidates must possess a valid driver's license and meet all training and record check requirements.
