General Overview
This role encompasses professional and analytical responsibilities in overseeing, strategizing, executing, and assessing the functions of the Risk Management division within the Human Resources Department. The position entails accountability for organizing, delegating, coordinating, and supervising risk management initiatives and staff, including employee safety, vehicle claims, general loss control, property, fleet management, and general liability risk mitigation. The work is conducted with minimal oversight and considerable discretion. The role demands advanced experience and independent judgment to identify the most effective methods by interpreting policies and procedures. Technical guidance is sought only for unusual or complex issues.
Supervision Structure
This position is classified as an exempt, full-time role with a standard 40-hour workweek.
Key Responsibilities
- Oversee the coordination of activities related to risk assessment, evaluation, claims management, contract oversight, and loss prevention.
- Develop and maintain city-wide policies and procedures alongside standard operating protocols for all risk-related matters.
- Ensure compliance of the city's fleet with all relevant insurance requirements and that all vehicles fulfill fleet criteria.
- Coordinate vehicle inspections following accidents and collaborate with department members to ensure timely repairs and return to service.
- Prepare and gather necessary documentation for the disposal of vehicles deemed total losses.
- Manage comprehensive citywide safety and liability prevention initiatives.
- Assess liability, property damage, and identify and evaluate losses, manage claims, and facilitate claims administration.
- Review incident reports and liability damages, taking appropriate actions; determine loss control strategies for exposure and liability extent; process claims and prepare related documentation.
- Coordinate the city-wide crash review panel and participate as a panel member for all crash review sessions.
- Prepare and evaluate bids and proposals to ensure contractor services are adequately insured.
- Provide technical guidance, coaching, and consultation to the City Manager, department heads, supervisors, and employees regarding risk management policies and programs.
- Schedule vehicle and property inspections, ensuring prompt completion of appraisals and timely provision of benefits.
- Analyze loss data and generate reports for control and analysis; recommend corrective actions and maintain state-required forms and records.
- Maintain regular communication with the city's third-party adjuster and legal representatives to review specific cases.
- Follow up with city personnel to gather information and ensure legal defense deadlines are met.
- Act as the primary contact for gathering critical information and identifying specific city experts for each case; participate in depositions as necessary.
- Secure insurance renewal quotes and coverage details for various city insurance policies; provide recommendations to city officials.
- Stay informed of developments concerning potential liability exposures through state legislation and court decisions in all insurance areas.
- Review all certificates of insurance to ensure city contractors possess the appropriate coverage.
- Oversee and engage in the development of the division budget.
- Arrange safety training for city staff and collaborate with Human Resources to ensure comprehensive employee training.
- Serve as the principal representative for damage assessments, verification, and validation of city damages related to disasters.
- Collaborate with the City Attorney to ensure completion of restitutions.
- Conduct regular inspections of city facilities.
- Respond to accident or injury scenes as required.
- Perform other related duties as assigned.
Education and Experience:
- Bachelor's degree in insurance, Risk Management, or a related field; five (5) years of experience in the development and administration of insurance lines and accident/loss prevention programs or an equivalent combination of education, certification, training, and/or experience.
- National Incident Management System (NIMS) certification preferred.
- Possession of a valid driver's license.
- Requirements must be met at the time of hire and as a condition of continued employment.

- Understanding of standard principles, practices, technology, and terminology in risk management, safety, and insurance policies.
- Proficiency in providing excellent customer service.
- Familiarity with state workers' compensation laws, regulations, and procedures.
- Knowledge of loss prevention practices and techniques.
- Ability to adapt to a dynamic work environment and manage competing demands.
- Competence in using Microsoft Office products and relevant organizational software.
- Ability to exercise sound judgment and maintain confidentiality regarding sensitive information.

Tasks may involve light physical effort, including lifting, carrying, pushing, or pulling light objects (up to 20 pounds). The role may require climbing, balancing, stooping, kneeling, crouching, crawling, walking, or standing.
