Position Overview

The Supervisory Program Manager is responsible for overseeing program management for various business capabilities within the Department of Defense.

Key Responsibilities
  • Direct program management activities to ensure effective oversight of multiple business functions.
  • Lead a team to identify potential risks and issues, resolve customer support challenges, and maintain performance metrics through various enterprise solutions.
  • Analyze customer functional requirements and assist in designing Automated Information Systems (AIS) to meet those needs.
  • Oversee the development and execution of agreements with other DoD agencies and external vendors.
  • Manage the development and maintenance of diverse applications that cater to a wide range of business requirements.
  • Supervise system enhancements or change requests from a strategic, policy, capability, and procedural perspective.
  • Evaluate staffing needs, realign personnel and workloads to meet mission objectives, and establish plans and priorities for subordinate teams.
Requirements

Conditions of Employment:
Must be a U.S. citizen. The position is subject to a favorable suitability or fitness determination, and unfavorable background checks may result in removal.

Qualifications

To qualify for the Supervisory Program Manager position, candidates must demonstrate:

  • One year of specialized experience directly related to program management.
  • Experience equivalent to the GS-13 level in the Federal service or comparable positions in the military or private sector.

Specialized Experience Includes:

  • Preparation of Performance Work Statements (PWS) for IT service contracts and evaluation of proposals.
  • Leadership in coordinating and integrating multiple business systems.
  • Mentoring team members in IT project management, particularly within the Software Development Life Cycle (SDLC) and ITIL framework.
  • Experience in requirement gathering, agile methodologies, and modernization efforts aligned with organizational strategic goals.

Experience includes both paid and unpaid work, including volunteer service that builds relevant competencies.

Education:

Substitution of education is not applicable for this grade level.

Additional Information

This position requires a Program Management (A)/PM, Advanced acquisition certification within 48 months unless a waiver is approved.
