Position Overview

This role is situated within the U.S. Department of the Interior, specifically within the Bureau of Safety and Environmental Enforcement (BSEE), in the Office of Policy and Analysis (OPAA), Evaluation Branch.

Key Responsibilities

At the full performance level, the primary responsibilities of this position encompass the following:

  1. Directs program assessments and internal control evaluations to gauge the effectiveness, efficiency, and compliance of program operations in relation to established objectives.
  2. Facilitates collaboration with program offices to create customized quality assurance standards and protocols, assessing activities against these benchmarks to ensure process adequacy and compliance.
  3. Conducts interviews to collect risk-related information at various organizational levels.
  4. Evaluates actions taken following internal and external assessments, including quality assurance evaluations, to verify successful implementation.
  5. Articulates findings and trends from evaluations and reviews, both in written reports and oral presentations, to the Evaluation Branch Supervisor and OPAA leadership.
  6. Assists in managing tracking systems and electronic data repositories pertinent to audits, internal control assessments, and program evaluations, ensuring data accuracy and timeliness.

The Bureau has identified that the responsibilities of this position are compatible with telework, subject to supervisor approval.

Employment Conditions

Qualifications

Minimum Requirements:

To qualify for this position, candidates must meet the following criteria based on the grade level for which they are applying.

GS-11
Candidates must possess either:

  1. A Ph.D. or equivalent doctoral degree, or 3 years of progressively higher-level graduate education leading to such a degree.
  2. One year of specialized experience equivalent to the GS-09 level in the Federal service.
  3. A combination of education and experience that meets the total requirements.

GS-12
Candidates must possess one year of specialized experience equivalent to the GS-11 level in the Federal service.

GS-13
Candidates must possess one year of specialized experience equivalent to the GS-12 level in the Federal service.

Note: At the GS-12 and GS-13 levels, education cannot substitute for experience.
