Position Overview
This role is eligible for telework based on agency and business unit policies. Relocation expenses will be covered as authorized.
This position is part of the U.S. Patent and Trademark Office, specifically within the Patent Trial and Appeal Board (PTAB), functioning as a Patent Attorney in the Office of the Chief Judge.

Key Responsibilities
This position is ideal for candidates who:

  • Can assist the Chief Administrative Patent Judge (CAPJ) in executing and coordinating sensitive and confidential responsibilities.
  • Possess the expertise to evaluate and interpret existing and proposed patent laws, regulations, and guidelines across various technical fields, providing substantial technical advice and formulating new policies.
  • Are skilled in drafting clear, persuasive, and precise documents and presentations tailored for diverse audiences, supported by relevant facts and analyses.
  • Can foresee long-term consequences of proposed actions and develop strategic plans to address potential impacts.
  • Exhibit strong oral communication skills to resolve complex issues, make recommendations, negotiate, and convey information effectively.

Essential Qualifications
Applicants must meet the following conditions:

  • U.S. Citizenship or National status is required.
  • Resume and responses must demonstrate relevant competencies.
  • Must pass a background investigation and fingerprint check.
  • Registration for Selective Service is required, if applicable.
  • Must meet all qualification requirements by the closing date of the announcement.

Specialized Experience
Specialized experience must include:

  • Experience in developing and implementing patent laws and regulations.
  • Ability to identify long-term implications of proposed actions and implement plans to mitigate potential impacts.
  • Proficiency in drafting various legal documents, including memoranda and legislative proposals.

Educational Requirements
Applicants must possess a degree in a recognized technical subject, such as:

  • Engineering
  • Biological Sciences
  • Computer Science
  • Physics

Additionally, proof of a law degree (J.D. or equivalent) and active membership in the Bar of any state or territory in good standing is required.

Additional Information
This is a non-bargaining unit position with a high-risk designation. A background investigation may be required, and a trial period could be necessary upon selection. All federal employees must have salary payments made via direct deposit.
