Summary:

In the role of Program Operations Analyst within the Center for Veterinary Biologics (CVB) Director's Office, you will play a crucial part in the formulation and coordination of CVB program initiatives. Your responsibilities will encompass personnel and activity tracking, monitoring workload metrics, and facilitating both internal and external communications related to CVB.

Your analytical insights and recommendations will enhance the efficiency and effectiveness of workflows both within CVB and in its external interactions.

Key Responsibilities:
The responsibilities of this position include, but are not limited to:
  • Assisting in budgetary and fiscal analysis that impacts current and future policies and programs for CVB.
  • Tracking and overseeing various program activity reports, including the CVB Travel Plan.
  • Editing and inputting all program information and financial data, generating comprehensive reports from this data.
  • Providing analytical reports to the CVB Management Team to aid in strategic and budgetary planning.
  • Conducting diverse studies involving data collection to address procedural and factual challenges.
  • Supporting administrative and analytical tasks that contribute to the formulation, justification, presentation, and execution of CVB program activities.
  • Coordinating and monitoring CVB workload metrics and delivering status updates to the CVB Management Team for planning and reporting purposes.

Time-in-Grade:

Current federal employees seeking a promotion must meet the time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.


For the GS-09 Level:

Applicants must possess one year of specialized experience (equivalent to the GS-07 level) that may have been acquired in the private or public sectors, demonstrating:

  • Ability to gather information, identify and analyze issues, and develop recommendations to enhance the effectiveness and efficiency of work operations in a program support environment.
  • Application of analytical and evaluative techniques to identify, consider, and resolve administrative and program-related issues.
  • Engagement with subject matter experts, stakeholders, and managers to solicit input on reports, analyses, presentations, and communications.
  • Management of projects or activities to completion, including monitoring progress, providing timely updates, and taking corrective actions as necessary.

Alternatively, candidates may qualify with two full years of graduate-level education (36 semester hours, 54 quarter hours, or equivalent) or a Master's degree in relevant fields such as Business, Business Administration, Management, or related disciplines.
