Position Summary
The City Auditor plays a pivotal role in supporting both the executive and legislative branches of government. This position is responsible for overseeing, directing, and conducting independent audit evaluations that align with the provisions outlined in the Accountability in Government Ordinance and adhere to professional standards. The ideal candidate will possess integrity, strong management capabilities, and demonstrated expertise in accounting, auditing, financial analysis, management analysis, public administration, or related fields.
This role is classified as an unclassified at-will position.
Minimum Education, Experience And Additional Requirements
Applicants must hold a Bachelor's degree from an accredited institution in accounting, auditing, business administration, or a related discipline; and
A minimum of ten (10) years of managerial experience in accounting or auditing, which includes at least five (5) years of direct auditing experience; and
To include five (5) years of supervisory experience.
Candidates must obtain Certified Public Accountant or Certified Internal Auditor certifications through the appropriate entity within two (2) years of appointment. These certifications must be active and in good standing, meeting the required annual continuing professional education hours. Additional certifications, such as Certified Fraud Examiner, are preferred.
ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Driver's License or the ability to obtain one by the date of hire.
Possession of a City Operator's Permit (COP) within six (6) months from the date of hire.
The selected candidate will undergo fingerprinting and must provide two (2) fingerprint cards or equivalent electronic fingerprints to obtain the candidate's Federal Bureau of Investigation (FBI) record. The City will cover the cost of obtaining the FBI records.

- Management, operations, services, and activities of a comprehensive internal audit program
- Principles and practices of accounting
- Methods and techniques used in conducting internal audits
- Principles and practices of program development and administration
- Principles and practices of municipal budget preparation and administration
- Principles of supervision, training, and performance evaluation
- Relevant Federal, State, and local laws, codes, and regulations governing auditing and accounting practices
- Experience with audit management systems and software
- Ability to plan, organize, direct, and coordinate the work of subordinate staff
- Capability to select, supervise, train, and evaluate staff
- Effective communication skills, both orally and in writing
- Ability to prepare, prioritize, and plan for auditing activities
- Skills to analyze and assess programs, policies, and operational needs and make necessary adjustments
- Experience in developing and administering departmental goals, objectives, and procedures
- Ability to prepare administrative and financial reports
- Experience in preparing and managing departmental budgets
- Skills to analyze problems, identify alternative solutions, and project consequences of proposed actions in support of goals
- Ability to research, analyze, and evaluate new service delivery methods and techniques
- Skills to interpret and apply Federal, State, and local policies, laws, and regulations
- Ability to establish and maintain effective working relationships with high-level City officials
- Capability to perform essential job functions with or without reasonable accommodation
