Procurement Manager Job Description

The University of Tennessee is seeking a highly skilled Procurement Manager to join the Financial Support Services team. As a key member of the team, you will be responsible for managing the procurement and contract staff within the FSS unit.

Key Responsibilities:
  • Interpret and enforce the University's procurement policy and applicable state law to ensure compliance.
  • Provide procurement policy and procedures training for FSS procurement personnel and departmental personnel.
  • Review and process contracts, bid documentation, and negotiations with suppliers on behalf of the College.
  • Manage internal operations, including supervising procurement specialists, assigning work, and maintaining process manuals.
  • Contribute to strategic procurement initiatives and establish guidelines for the office's day-to-day functions.
  • Assist in hiring processes, disciplinary actions, and coaching/counseling employees.
  • Conduct performance reviews of direct reports and oversee College and University procedures to ensure compliance.
  • Establish best practices for contract management and serve as a subject matter expert on contract policies and submission.
Qualifications:
  • Bachelor's degree with two years of purchasing experience, or Associate's degree with four years of purchasing experience, or High School Diploma with six years of purchasing experience.
  • One year of supervisory experience and experience with contract management are preferred.
Knowledge, Skills, and Abilities:
  • Knowledge of procurement practices and skilled in exercising discernment and business judgment.
  • Skills with general office word processing, spreadsheet applications, and communicating effectively with diverse populations.
  • Ability to interpret financial reporting, ensure accuracy, and communicate effectively to those less familiar with financial terminology.
  • Ability to adapt to changing policies, procedures, and organizational demands, and supervise employees.
