Job Title: Felony Youth Specialist

Job Summary:

We are seeking a highly skilled and experienced Felony Youth Specialist to join our team at the Cuyahoga County Juvenile Court. The successful candidate will be responsible for coordinating with probation staff and committees to ensure that felony youth populations receive appropriate community-based service referrals.

Key Responsibilities:

  • Collaborate with Ohio Department of Youth Services (ODYS) staff to monitor bed day utilization, youth data collection, and reporting.
  • Complete regular visits to ODYS sites to monitor and coordinate youth progress and potential eligibility for Judicial Release.
  • Assist in quality assurance monitoring of out-of-home placements, contracted programs, and re-entry plan development.
  • Ensure minimum probation standards are met by working directly with probation staff in monitoring felony level youth on probation and reviewing court files.
  • Aid in internal audit process, specific to felony level youth on probation.
  • Develop a dashboard to closely monitor bed days for youth committed to ODYS.
  • Serve as a liaison between the court and ODYS; conduct video or face-to-face conferences for youth committed to ODYS.
  • Assess appropriateness of Judicial Release Hearings by reviewing ODYS progress reports.
  • Work with youth committed to ODYS and staff to develop individualized and collaborative plans for Judicial Release.
  • Prepare youth for re-entry into the community by presenting recommendations for early release to the court and assisting youth, court staff, or ODYS staff in developing aftercare plans.
  • Manage data as it pertains to youth committed to ODYS in order for the court to effectively track bed days.
  • Aid in presentation of this report for court administration review.
  • Assist with implementing and updating mechanisms by which on-site inspections of agencies are conducted and evaluated.
  • Assist in site visits for contracted programs, including review and approval of records, statistics, and case documentation.
  • Assist in ensuring the appropriate utilization of community-based services by probation staff, specific to felony-level offenders.
  • Provide reports to probation and administration regarding the capacity and use of felony-specific programs designed to divert youth from ODYS.
  • Assist in probation staff orientation training, along with developing ongoing training support for employees.
  • Provide interactive feedback for ongoing quality improvement purposes as it pertains to EPICS and other best-practices for high-risk and felony-level youth.
  • Collect and report data for internal quality assurance benchmarks by assisting in conducting probation records audits for the purposes of monitoring standards for case plans and case plan reviews, OYAS compliance & fidelity to the assessment tool, and other general operating standards.
  • Provide quality assurance monitoring of felony-level services providers funded through Targeted RECLAIM.
  • Assist in identifying training needs based upon audit findings and trends observed in program usage.
  • Assist in trainings for the purpose of quality improvement.
  • Assist in collecting and inputting statistical data and information into court databases.

Requirements:

  • Bachelor's degree in behavioral science, criminology, or law enforcement-related fields; master's degree preferred.
  • At least five (5) years of work experience in juvenile justice or social services.

Working Conditions:

The successful candidate will work in a general office setting with moderate noise levels. Subject to frequent interruptions, quick deliverables, and changing work deadlines.

Knowledge, Qualifications, Skills, and Abilities:

The ideal candidate will possess knowledge of the Ohio Rules of Juvenile Procedure, the Ohio Revised Code, and municipal ordinances. They will also have experience in working with juvenile justice populations, ability to work independently, and demonstrable skills in organization, establishing and maintaining work relationships with court officials and the public, and problem-solving.
