The Mid-Columbia Center for Living (MCCFL) is a recognized Certified Community Behavioral Health Clinic (CCBHC) dedicated to delivering trauma-informed and recovery-focused services to individuals facing mental health challenges and substance use disorders. Our approach emphasizes safety, choice, collaboration, trust, and empowerment for both clients and staff. MCCFL operates within Hood River, Wasco, and Sherman Counties, employing a model that prioritizes consumer involvement and engagement. We offer comprehensive care to both adults and children, addressing their physical and mental health needs through various programs, including mobile crisis intervention, intensive case management, ongoing counseling, community support, and more.
General Classification Overview:
The Substance Abuse Counselor is responsible for delivering professional evaluation, treatment, referral, and monitoring services for individuals with substance use disorders. This role requires a CADC 1 (Certified Alcohol and Drug Counselor 1) certification and operates within the boundaries of that certification.
Key Responsibilities:
- Conduct screenings and assessments for substance use disorders, ensuring adherence to established procedures and guidelines; verify client information and records; determine appropriate levels of care and treatment.
- Facilitate individual, group, and family therapy sessions as needed.
- Coordinate client placements into residential treatment or transitional housing when necessary.
- Collaborate with community agencies, including schools and correctional facilities, to develop joint case plans addressing substance use treatment and prevention.
- Maintain accurate clinical documentation in accordance with agency policies, including treatment records and progress notes, utilizing the agency's electronic health record system.
- Engage in the treatment of co-occurring mental health issues, participating in collaborative case planning with multidisciplinary teams.
- Administer observed urine drug testing for clients of the same gender.
- Ensure consistent and reliable attendance.
- Participate in scheduled team and agency meetings.
Position-Specific Responsibilities:
- Perform screenings and assessments for substance use disorders in collaboration with the Jail Diversion team and other relevant teams.
- Provide timely and accurate clinical documentation using the agency's clinical software system, ensuring the integrity of electronic records.
Qualifications:
Applicants should possess a combination of education and experience that demonstrates the ability to fulfill the essential responsibilities of this position. Typical qualifications may include:
- Certification as CADC 1, or
- Documented equivalence to CADC 1 certification standards, including supervised experience in substance abuse counseling and relevant educational training.
- Bilingual proficiency in Spanish and English is preferred and may be required for certain positions.
- A valid driver's license in Oregon or Washington, with an acceptable driving record for client service and travel purposes.
Knowledge, Skills, and Abilities:
Knowledge: Understanding of substance use disorders and treatment models; familiarity with interviewing and counseling techniques; awareness of local resources for client services; knowledge of mental health evaluation and treatment.
Skills: Proficiency in clinical software systems and standard office software; effective keyboarding skills.
Abilities: Ability to apply trauma-informed principles in practice; work within ethical guidelines and confidentiality standards; develop effective service plans with clients; maintain timely documentation; work effectively under pressure; communicate clearly both orally and in writing; foster positive relationships with colleagues and community partners.
Supervision: This position operates under the guidance of the Jail Diversion Supervisor and Community Support Services Manager.
Physical Requirements:
The Substance Abuse Counselor must be able to assess and respond to safety concerns effectively. Responsibilities may require prolonged periods of sitting or standing, as well as occasional lifting of up to twenty pounds. The role involves travel between various community settings, necessitating a valid driver's license.
Work Environment:
Work is primarily conducted in community-based settings, including offices and public spaces, which may present varying levels of sensory stimuli and potential risks. The Substance Abuse Counselor is expected to navigate these environments while maintaining professional responsibilities.
