Job Title: Technical Project Manager

About the Role:

We are seeking a highly skilled Technical Project Manager to join our team at Anchor Point Technology Resources. As a Technical Project Manager, you will be responsible for leading multiple technical projects of varying sizes, including broad-based information systems, full life-cycle application development, and enterprise application or data warehouse planning and development.

Key Responsibilities:

  • Comply with stringent and frequent background checks and/or government clearances, adherence to segregation of duties principles, and role-specific training.
  • Follow policies, procedures, and guidelines, especially concerning sensitive data handling as stated by the Government Business Division.
  • Identify and implement multiple technical projects of varying sizes, including broad-based information systems, full life-cycle application development, and enterprise application or data warehouse planning and development.
  • Manage projects of at least $1M in size or complexity.
  • Direct system analysts, software designers, and programmers to achieve project objectives.
  • Apply project management knowledge, skills, tools, and techniques to deliverables, processes, and systems.
  • Develop and manage prescribed planning documents and project charters.
  • Partner with sponsors to secure project approval.
  • Develop and execute communication management plans.
  • Define project team roles and responsibilities.
  • Create work plan structures and project schedules.
  • Develop deployment plans.
  • Lead project meetings.
  • Identify, document, and prioritize scope changes and facilitate the approval process.
  • Maintain and update all project documents.
  • Secure appropriate skill sets for the project and manage team expectations.
  • Provide performance feedback to team members.
  • Maintain issue logs and facilitate issue resolution.
  • Execute communication plans and regularly report project status.
  • Manage and monitor ROI throughout the project lifecycle.
  • Track and manage time and budget against the plan.
  • Develop testing strategies and conduct project close-out activities.
  • Participate in quality review checkpoints and secure necessary approvals.

Requirements:

  • Degree: BA/BS in Computer Science, Engineering, or a related IT-focused discipline. Equivalent combinations of education and experience will be considered.
  • Experience:
  • Minimum 3-5 years in broad-based information systems, full life-cycle application development, or enterprise applications and/or data warehouse planning and development.
  • At least 5 years of project management experience, including 2 years in a lead role.
  • Certification: Project Management Professional (PMP) certification in progress is required.

Preferred Skills:

  • Proven ability to create an effective team environment and build strong relationships.
  • Proficient in negotiation, problem-solving, conflict resolution, and resource management within a matrix environment.
  • Strong communication skills, effective at all organizational levels.
  • Demonstrated application of project management methodology.
  • Knowledge of project management tools, documentation tools, and reporting tools.

Technical Skill Set:

  • Deep understanding of the Scrum framework and Agile methodologies.
  • Proficiency with Agile tools such as Jira, Trello, or similar project management software.
  • Strong facilitation and coaching skills.
  • Solid communication and interpersonal skills.
  • Problem-solving capabilities.
  • Understanding of Lean thinking and its application in Agile environments.
  • Knowledge of software development processes.
