Company Overview

Freese and Nichols, Inc. is seeking a Federal Funding and Policy Specialist to lead our initiatives focused on federal funding for disaster risk reduction and coastal resilience. As a pivotal member of our expanding stormwater practice, the ideal candidate will embody our LEADS values by acting as a funding and grant liaison for clients aiming to secure federal funding for flood risk assessment, flood mitigation, coastal resilience, dam and levee safety, and nature-based solutions.

Key Responsibilities

  • Track federal legislation and policies from FEMA, NOAA, USACE, HUD, and EPA that influence grant and funding programs at both state and local levels;
  • Advise project and client account managers in identifying suitable funding opportunities;
  • Recommend relevant funding programs tailored to meet specific client needs;
  • Review funding application packages to enhance competitiveness;
  • Serve as a subject matter expert on various federal mitigation grant programs, including FEMA BRIC, FEMA FMA, FEMA HMGP, and HUD CDBG-DR;
  • Develop funding strategies for projects focused on flood mitigation and risk reduction;
  • Conduct training sessions on federal funding programs, their applicability, and suitability;
  • Create reports, memorandums, newsletters, and other materials to inform stakeholders about federal funding programs;
  • Assist in drafting proposals, marketing materials, and scopes of work for funding-related tasks;
  • Build and maintain relationships with federal and state agencies responsible for administering federal flood mitigation programs;
  • Support the development of practice growth plans and related initiatives.

Qualifications

  • Minimum of 10 years of experience in federal policy, mitigation, disaster risk reduction, or resilience-related fields;
  • Bachelor's degree in engineering, public policy, business administration, planning, or a related discipline;
  • Proven experience in successfully leading federal grant applications across multiple programs;
  • Proficiency in Microsoft Office Suite, Adobe Creative Suite, and Bluebeam;
  • Ability to thrive in a collaborative environment with a positive attitude and strong interpersonal skills;
  • Exceptional organizational and communication abilities.

Preferred Skills and Qualifications

  • Familiarity with FEMA GO, HAZUS, FEMA Benefit Cost Analysis, HUD CDBG-MIT, and FEMA BRIC;
  • American Institute of Certified Planners (AICP) certification;
  • Certified Floodplain Manager (CFM) certification;
  • Active membership in NSDSO, ASFPM, NEMA, or NHMA.
