Key Responsibilities

The Virginia Department of Human Resource Management is seeking a qualified individual to undertake the review of groundwater documentation and provide written feedback within set agency timelines. Responsibilities include:
  • Conducting technical evaluations and responding to groundwater assessment and remediation submissions related to solid waste management.
  • Reviewing groundwater monitoring strategies, annual reports, and closure proposals to ensure adherence to state regulations.
  • Performing site inspections for proposed groundwater remediation efforts prior to approval.
  • Assessing and drafting modifications and exceptions for solid waste permits in line with regulatory requirements.
  • Facilitating public engagement as mandated by regulations and preparing responses to public feedback during participation periods.
  • Coordinating with citizens, regulated entities, and various agencies to ensure effective communication and service delivery.
  • Representing the agency in technical discussions concerning groundwater issues and supporting colleagues in achieving agency objectives.
  • Maintaining and utilizing environmental databases to assist agency operations and logging permitting information.
  • Conducting research and database queries for compliance and quality assurance purposes.
  • Performing additional duties as assigned to support the agency's mission.

Minimum Qualifications
  • In-depth knowledge of geology, hydrogeology, mathematics, modeling, water chemistry, and solid waste management regulations.
  • Strong verbal and written communication skills.
  • Ability to independently interpret engineering and geological plans.
  • Effective problem-solving and decision-making capabilities.
  • Proficiency in Microsoft Office applications, including Excel and Word.
Additional Considerations
  • Educational background in geology, hydrology, or engineering.
  • Experience in evaluating groundwater monitoring systems and remediation technologies.
  • Experience in preparing and reviewing groundwater monitoring plans and reports.
  • Ability to manage multiple groundwater projects simultaneously.
