Department Overview:
The IRS IT Transformation Department spearheads the modernization of IT systems within the IRS framework. Our team is instrumental in providing expert advice and support to foster an efficient technical environment. A key focus of our work is assisting the IRS in acquiring essential solutions, ensuring compliance with the Federal Acquisition Regulation (FAR) and IRS policies.

Key Responsibilities:
- Establish and evaluate program technical and programmatic baselines.
- Implement Federal Government acquisition lifecycle processes, focusing on maximizing value for the government.
- Define contracting requirements in accordance with the Federal Acquisition Regulation (FAR).
- Provide strategic acquisition recommendations to government stakeholders.
- Develop acquisition strategies, plans, studies, and assessments that support government objectives.
- Independently validate and verify government contracts.
- Promote and apply industry best practices in acquisition and contracting.
Serve as a trusted advisor and influential advocate for government sponsors while maintaining public interest standards.
Essential Qualifications:
- At least 8 years of relevant experience with a Bachelor's degree, or 6 years with a Master's degree, or a PhD with 3 years of experience, or equivalent qualifications.
- A degree in Economics, Finance, Business, Operations Research, Systems Engineering, or a related field.
- Eligibility for security clearance is required.
- Experience in cost estimation, analysis, budgeting, and the CPIC process for defense/intelligence/civil agencies.
- Strong background in pre- and post-award acquisition support, market and cost analysis, requirements, and contract modifications.
- In-depth understanding of budget formulation, development, and planning lifecycle.
- Proficient in risk-adjusted Life Cycle Cost Estimates (LCCEs), investment economic analysis, and decision-making processes.
- Skilled in using MS Office Suite and analytical tools, with the ability to present findings effectively.
- Adept at engaging with executive leadership and demonstrating C-suite competency.
- IRS Suitability Clearance eligibility is essential.
- A minimum of 50% on-site presence is required for this role.
Preferred Qualifications:
- Experience in acquiring managed technical and business services to achieve desired outcomes.
- ICEAA Certification or Defense Acquisition Workforce Initiative Act (DAWIA) certification is preferred.
- Familiarity with IT Portfolio Investment management, CPIC processes, and the Technology Business Management (TBM) framework.
- Exceptional written and verbal communication skills.
- Strong prioritization abilities and capacity to manage multiple projects simultaneously.
- Advanced proficiency in analytics.
