Position Overview

Noblis is in search of experienced professionals to fill the role of Investment Planning and Analysis Specialist. This position will support the Federal Aviation Administration (FAA) in enhancing the Air Traffic Systems and Surveillance Services within the Program Management Organization (PMO). The selected candidates will collaborate with federal employees and contractors to deliver comprehensive investment planning and analytical services aimed at the sustainment and modernization of significant National Airspace System (NAS) and enterprise systems.

Key Responsibilities
  • Engage in a full spectrum of investment analysis activities, including market research, cost-benefit assessments, risk evaluations, economic analyses, requirements definition, schedule formulation, and tradeoff studies.
  • Utilize quantitative methods and operations research tools to conduct in-depth analyses.
  • Deliver financial evaluations, including cost/benefit analyses, return on investment assessments, and other financial metrics to support capital planning and investment oversight.
  • Assist in the creation and maintenance of a cost-benefit model that categorizes expenditures by appropriation, work breakdown structure (WBS) elements, and fiscal year timelines.
  • Support cost risk assessments and develop cost-benefit estimates that detail the basis of estimates, proposed levels of effort by task, and methodologies employed.
  • Facilitate Capital Planning Investment Control (CPIC) requirements, including contributions to OMB Exhibit 300 and Exhibit 53, and assist in the updates of the OMB Information Technology (IT) Dashboard tool.
  • Conduct business case analyses, including documentation for OMB Exhibit-300 Capital Asset Plan and Business Case Summary.
  • Coordinate and integrate investment decision information for presentation to FAA management and relevant councils.
  • Prepare for and participate in various meetings, including tactical and strategic discussions, internal program reviews, and sector evaluations.
Qualifications
  • Must successfully pass a background investigation and receive a favorable suitability determination.
  • Demonstrated experience relevant to the FAA's Program Management Organization, including knowledge of FAA accounting practices and government appropriation processes.
  • Expertise in quantitative analysis, financial assessments, and risk evaluations.
  • Strong grasp of capital planning and investment control processes.
  • Exceptional problem-solving capabilities and meticulous attention to detail.
  • Excellent communication and teamwork skills.
  • Ability to work autonomously and collaboratively; proactive and solution-oriented with outstanding time management abilities.
Educational and Experience Requirements

Senior-level
  • At least 15 years of experience with a bachelor's degree in Economics, Business Administration, or a closely related field.
  • Relevant degrees in Mathematics, Statistics, Operations Research, or Business Administration are acceptable.
  • 5 years of relevant experience may substitute for the bachelor's degree.
  • A master's degree or MBA in a related field may replace the bachelor's degree and 3 years of experience.
Mid-level
  • Minimum of 10 years of experience with a bachelor's degree in a relevant field.
  • 5 years of relevant experience may substitute for the bachelor's degree.
  • A master's degree or MBA in a related field may replace the bachelor's degree and 3 years of experience.
Junior-level
  • No prior experience required with a bachelor's degree in a relevant field.
  • 5 years of relevant experience may substitute for the bachelor's degree.

Desired Qualifications
