Job Description and Duties

The Associate Governmental Program Analyst (AGPA) or Outreach Specialist performs a variety of tasks pertaining to the Authority's comprehensive stakeholder and public outreach program in the Central Valley. The incumbent will research information, prepare presentations, develop talking points and fact sheets, plan events, and respond to requests for information from stakeholders and the public in support of the objectives of the California high-speed rail program.

Key Responsibilities:
  • Research and analyze information to support the development of presentations, talking points, and fact sheets.
  • Plan and coordinate events, including stakeholder meetings and public outreach activities.
  • Respond to requests for information from stakeholders and the public.
  • Develop and maintain relationships with stakeholders and community groups.
  • Provide support to the Staff Services Manager II in the Central Valley Regional Office.
Working Conditions:

The incumbent works in a professional office environment, in a climate-controlled area which may fluctuate in temperature and is under artificial light. The incumbent will be required to use a computer, mouse, and keyboard, and will be required to sit for long periods of time at a computer screen.

Special Requirements:

A Statement of Qualifications (SOQ) is required and must be included. An SOQ is a narrative that describes your qualifications for this position. The SOQ must be no more than three (3) pages, single-spaced, with one-inch margins, in 12-point font, organized and numbered as reflected below.

SOQ Requirements:
  1. Describe your experience working on behalf of a public agency, non-profit, or public policy organization or issue area. What roles did you play? What products/outcomes did you contribute to?
  2. Describe your experience developing a public presentation and provide an example of how you made complex or technical information understandable for non-technical audiences. What was the information? Who was the audience? What kinds of materials did you prepare? What tools, software and/or skills did you use? What was the end product and/or outcome?
  3. Describe a time when you anticipated potential problems that were significant to your team's work and developed preventive measures. What was the potential problem? How did you identify it? What was the potential impact to your team? What did you do? What was the outcome?
