Position Overview:

The Communications Strategy Specialist will oversee and execute the communication initiatives for DHA FE.

Collaborates with leadership to design and implement a comprehensive communications strategy related to the deployment of LogiCole across various Defense Health Networks and Military Treatment Facilities.

Engages with FE and FOB leadership to define strategic communication needs and facilitates workgroups to achieve consensus.

Crafts and disseminates clear messages through diverse channels, including SharePoint, newsletters, reports, presentations, media releases, and events.

Acts as a liaison between DHA FE Branches and Sections on critical communication projects.

Key Responsibilities:

• Advocate for communication program needs in support of senior leadership.
• Provide support for various medical initiatives across installations globally.
• Standardize the strategic communications framework across the division.
• Facilitate interdisciplinary input and continuously integrate best practices into program/project tools.
• Communicate programmatic and technical needs to senior leadership, organizations, contracting agents, and industry partners.
• Assist in resolving issues as they arise.
• Ensure efficient program and project execution by maintaining information flow among stakeholders.
• Aid in the creation of program presentations.
• Offer recommendations on policy and implementation as needed.

• Develop strategies to enhance access to and communication of Policies, Standard Operating Procedures, and Facilities Information, instruction, & Guidance (FIIG) Bulletins.

• Assist in formulating a formal process for government review and approval of communication projects.
• Coordinate efforts with JMLFDC and the technical developer of LogiCole as new projects arise and strategize communication to the field.
• Manage SharePoint support as necessary.
• Support FOB Training Manager with trainings and webinars.
• Create Branch and/or FE newsletters.

Qualifications:

Required:
• Bachelor’s Degree in English, Communications, Journalism, or a related field where writing for public consumption was integral, or equivalent experience accepted by the government.
• Minimum of three (3) years of experience in communications management, project management, or administration in a related field.
• Three (3) years of experience with DMLSS-FM module or LogiCole development.

• General understanding of operations at higher staff levels, including DoD, OSD, Combatant Commands, Joint Staff, DRUs, and Services HQ Staff.

• Comprehensive knowledge of DoD and military department operations to direct complex staff actions requiring an understanding of military command structures, missions, roles, and organizational frameworks.

• Ability to assess staff actions, proposals, orders, and plans in relation to DHA's and DoD's strategic objectives, regulations, policies, and operations.

The candidate must possess the capability to recommend corrective actions as necessary.

• Analytical skills to translate DHA program and mission objectives into actionable plans compliant with federal regulations, DoD, and service regulations.

• Must hold an active favorable NACI.

Preferred Skills:
• Familiarity with LogiCole.
• Proficient in Microsoft Office Suite; knowledge of project management software.
• Experience in managing strict budgets.
• Exceptional verbal and written communication skills.
• Strong multitasking, prioritization, and time management abilities.
• Solid understanding of project management principles.
• Experience in DoD Healthcare Support.
• Familiarity with DoD medical treatment facility operations and effective communication with healthcare professionals.
• Excellent client-facing and internal communication skills.
• Knowledge of the DMLSS – FM Module and current National Fire Protection (NFPA) codes applicable to Healthcare.
