Position Summary

ISN is actively seeking experienced professionals to enhance the Security Division's comprehensive background investigation (BI) contractor services. Our mission encompasses conducting a full spectrum of Background Investigations (BI) services in accordance with various Executive Orders (EOs), Security Executive Agent Directives (SEADs), Investigative Standards (IS), and FBI Policies. This role is crucial in addressing personnel threats that may impact the FBI's mission, primarily involving Top Secret (TS) clearances and the execution of full-field Single Scope Background Investigations (SSBIs) and reinvestigations.

Key Responsibilities
  • Execute all duties associated with Grades 2, 3, 4, and 5 as required.
  • Provide strategic leadership and vision for the personnel security program.
  • Oversee the formulation and execution of long-term security strategies.
  • Lead and manage extensive security projects and initiatives.
  • Act as a senior advisor to upper management on all security-related matters.
  • Develop policies and procedures to address emerging security threats and challenges.
  • Represent the organization in high-level meetings and discussions with external agencies.
  • Ensure adherence to all relevant laws, regulations, and standards.
  • Continuously evaluate and enhance security processes and procedures.
  • Mentor and guide junior security professionals.
  • Design and oversee the implementation of security training programs.
  • Manage relationships with key stakeholders and partners.
Qualifications

Minimum Experience Requirements:

  • Fulfill all Grade 5 experience criteria.
  • At least twenty (20) years of experience in the personnel security investigative or investigative analyst domain.
  • Extensive experience in leading and managing comprehensive security programs.
  • Advanced expertise in security policy development and implementation.
  • Proven history of successfully managing large-scale security projects.
  • Exceptional leadership and decision-making capabilities.
  • Excellent strategic planning and organizational skills.
  • Outstanding communication and negotiation abilities.
  • Current TS security clearance and capability to obtain SCI access, including passing a security CI polygraph exam.

Desired Experience:

  • Experience representing an organization in high-level security discussions.
  • Advanced knowledge of emerging security threats and mitigation strategies.
  • Demonstrated understanding of security-related/investigative guidelines, including:
    • Federal Investigative Standards (FISs)
    • Security Executive Agent Directives (SEADs)
    • Executive Orders (EOs)
    • U.S. Code of Federal Regulations (US CFR)
    • Trusted Workforce and Continuous Vetting (CV) Programs
