About the Role

The Construction Specialist will play a crucial role in overseeing project planning, budget management, contractor selection, permitting and compliance, construction oversight, quality control, stakeholder communication, safety and risk management, documentation and reporting, sustainability and social impact.

Key Responsibilities
  • Project Planning and Management: Inspect properties, collaborate with homeowners and design professionals to develop construction work scope, and prepare construction contracts for property owners.
  • Contractor Selection and Management: Assist property owners in selecting acceptable contractors, recruit contractors from diverse and under-represented groups, and prepare work write-ups and cost estimates for single-family projects.
  • Construction Oversight and Quality Control: Inspect construction work, authorize payments, approve change orders, and conduct follow-up inspections of completed work.
  • Stakeholder Communication and Safety: Work closely with property owners, architects, engineers, building officials, and contractors throughout the development process, and promote contractor retention and cultivate new contractor relationships.
  • Documentation and Reporting: Prepare detailed forms and reports related to developments throughout the pre-post process, and work closely with the Program Administrator and other departmental staff in evaluating the program, determining operational objectives, and meeting overall program goals.
Qualifications
  • Commitment to Community Development: Commitment to the mission and vision of Community Development C.
  • Experience and Skills: 5+ years of experience in residential building construction, rehabilitation techniques, general contracting, and construction project management, with a working knowledge of and experience in applying building, zoning, electrical, sanitation, health, and fire codes.
  • Professionalism and Discretion: Strong sense of professionalism and discretion required, with the ability to handle multiple tasks while maintaining accuracy and attention to detail.
  • Communication and Interpersonal Skills: Good written communication skills for writing letters and detailed reports, and the ability to deal with co-workers, clients, outside agencies, and contractors using courtesy, tact, and good judgment.
Preferred Qualifications
  • Grant Management and Eligibility: Familiarity with federal, state, and local grant management and eligibility programs.
  • Language Skills: Bi-lingual in English & Spanish.
