About the Role

We are seeking a highly skilled and experienced Senior Accountant to join our team at the Comptroller's Office. As a key member of our Treasury Accounting team, you will be responsible for preparing and/or overseeing the preparation of financial statements, financial analyses, records, and/or reports, establishing, maintaining, and/or overseeing accounting systems, procedures, and controls.

Key Responsibilities
  • Oversee the analysis of processing systems and functions and recommend changes as necessary.
  • Serve as subject matter expert (SME) representing the division in meetings dealing with various aspects of Treasury and Statewide accounting.
  • Maintain section accounting records retention, ensuring that all proscribed guidelines and rules are followed.
  • Draft, update, and maintain section accounting procedures and policies by updating or drafting step-by-step guidelines for completing tasks.
  • Oversee and/or maintain overall quality control of the agency's accounting systems.
  • Provide resolution to outstanding accounting reconciling items and ensure the integrity of accounting files.
  • Perform the reconciliation of the monthly USAS/Treasury Master Control Reconciliation Report.
  • Perform accounting entries for multiple entities including but not limited to 311 CPA Treasury Fiscal and 908 Texas Bullion Depository.
  • Maintain CAPPS entries when necessary and reconcile CAPPS to accounting systems.
  • Perform Fund Accounting tasks including but not limited to: balancing the warrant system and compiling all warrant information from approved issuing agencies and reconciling to file totals posting to the warrant database, including balancing cancelled and voided warrant totals. the Fund Post system and the Bank Cash system, to reconcile all monies and investment totals to all fund balances in the Uniform Statewide Accounting System (USAS), balancing total cash in Banks to total cash in Funds.
  • The processing of monthly interest allocation system calculates and distributes, on a pro rata basis, the interest earnings of the State, and ensuring that the interest is calculated at the agency fund level and credited at the fund level stipulated by state statute.
  • Prepare and review general ledger accounting entries and reconciliation of financial transactions.
  • Assist in the preparation of the Annual Financial Report for 311 CPA Treasury Fiscal and 908 Texas Bullion Depository.
  • Act as the primary contact point for the State Auditor's office in the yearly Treasury audit related to the State's Annual Consolidated Financial Report (ACFR) and coordinates and reviews all data compilation and sample reconciliations required for annual financial reports, which may include working with the Office of the Comptroller of Public Accounts' Financial Reporting Section to compile the statewide ACFR.
  • Serve as the SME for major projects including but not limited to:
  • CAPPS deployment and reconciliation of agencies 311 and 908
  • Overseeing the transition to USAS to CAPPS STAR for Treasury
  • Migrating the fund-to-cash reconciliation from Excel to Peoplesoft
  • Perform the allocation of federal funds to state and local programs, including endowments; assists counties with federal forest fund elections and then distributes pass-through federal funds from USDA and ONRR to Texas counties for forest services; processes Payment In Lieu of Taxes (PILT) entries with the US Department of Interior (DOI) regarding Federal revenue sharing payments to counties.
  • Perform other related work as assigned and assists with special projects.

Requirements
  • Bachelor's degree.
  • 5 year's experience performing senior level accounting, banking, financial operations and/or related state government experience.
  • 5 year's experience in Excel, Word, and other basic office software.
  • 5 year's experience in the Uniform Statewide Accounting System (USAS), primarily in agency fund accounting.
  • Preferred qualifications include experience in PeopleSoft, agency accounting in CAPPS, and preparing and responsibility for agency Annual Financial Report (AFR).
  • Registered, certified, or licensed in accounting or financial field is preferred.
