We are seeking a highly skilled Senior Contracts Manager to join our team at Fluor Federal Petroleum Operations. As a key member of our contracting team, you will be responsible for coordinating, negotiating, and resolving contractual issues with the Department of Energy (DOE).
Key Responsibilities- Coordinate and negotiate contractual issues with the DOE, ensuring timely and effective contractual performance.
- Provide support to all MOC directorates as required, ensuring compliance with contractual requirements and regulations.
- Participate in all phases of proposal preparation, including change proposals, and negotiate annual award fee pools.
- Coordinate all issues associated with the annual DOE performance evaluation and management plan, and prepare and submit semi-annual award fee self-assessments.
- Prepare official correspondence to the DOE, ensuring management review and approval prior to submission.
- Approve all correspondence issued to the DOE and review and assign action for all correspondence received from the DOE.
- Provide interpretation of contractual requirements, monitor compliance issues, and evaluate contractual changes.
- Initiate authorizations in accordance with prime contract Work Authorization Directives (WADs).
- Compile and coordinate the submission of the Company's semi-annual Award Fee Self-Assessment and all corrective action reports issued in response to Performance Evaluation Committee Reports received from the DOE.
- Ensure that contract performance issues are adequately documented.
- Oversee prime contract funding levels in concert with the MOC Finance organization.
- Manage Cost Reimbursement contracts with the MOC Parent Companies and coordinate the solicitation, negotiation, and award of all Task Orders issued against same.
- Act as the primary focal point for all contractual data requests from Fluor and Fluor Government Group.
- Minimum Qualifications:
- REQUIRED: Bachelors degree and seven (7) years of Contracts Management experience or HS diploma and twelve (12) years equivalent professional experience in Government contract administration with particular emphasis on cost reimbursement contracting in an award fee environment.
- Must have excellent interpersonal, negotiation, oral and written communication skills, analytical and a broad knowledge of Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation (DEAR) and cost principles.
- Proficiency in personal computing (EXCEL, MS Word, etc.) is also required.
- Contracts Management certification is a plus.
- Desired:
- Experience in M&O Contracting.
- Preference given to those with Prime contracting experience.
