Position Overview

This role is designated under the Direct-Hire Authority of the Office of Personnel Management and is accessible to all U.S. Citizens and Nationals. Key Responsibilities

  • Supervise and manage assigned planning, environmental, cultural, and construction initiatives for the Western Colorado Area Office (WCAO).
  • Enforce policies and strategic plans aligned with the missions of WCAO and the Upper Colorado Basin (UCB) Region, providing leadership and guidance in the execution of designated projects.
  • Set programmatic and performance objectives, delegating overall functional responsibilities and evaluating work outcomes in accordance with established policies and guidelines.
  • Direct and coordinate tasks through subordinate supervisors to ensure effective project execution.
  • Participate as a member of the WCAO Leadership Council, offering managerial oversight and direction for the development and implementation of integrated programs.
  • Act as a subject matter expert in civil engineering, providing consultation and advice on significant projects with complex features that impact public welfare and the sustainability of natural resources.
  • Formulate annual budgets and manage current fiscal year budgets for the Technical Services Division.
  • Oversee and manage plans detailing the scope, timeline, and budget of assigned programs and projects.
  • Provide engineering support related to regulatory program oversight, policy development, compliance reviews, and resolution of engineering-related challenges as they arise.

Employment Conditions

Candidates must be U.S. Citizens or Nationals and suitable for Federal employment, as determined by a background investigation. Submission of a resume and supporting documentation is required. Candidates must meet minimum education and experience qualifications and provide transcripts to verify educational credentials. A Financial Disclosure Form must be completed. A Professional Engineering License is mandatory for this position, and a copy of the current, valid registration certification (P.E. License) must be included with the application.

Qualifications

To qualify for this position, candidates must meet the Basic Education Requirement:

  • A degree in Engineering from an accredited program recognized by ABET, including coursework in calculus and advanced physics or chemistry.
  • Alternatively, a combination of education and experience that demonstrates a thorough understanding of engineering principles and practices.

In addition to the basic education requirement, candidates must demonstrate specialized experience equivalent to the GS-12 level in the Federal Service, showcasing proficiency in at least four of the following areas:

  • Application of engineering theories and methods related to water storage or conveyance facilities.
  • Leadership or supervision of a diverse team of professionals and technical staff.
  • Development and maintenance of collaborative relationships across various organizations.
  • Proficiency in program/project management practices.
  • Knowledge of Federal and state laws and policies related to environmental and historical preservation.
  • Experience in identifying and resolving water resource-related issues.

Selective Placement Factor

A current, valid P.E. License is required for this position. Failure to provide proof of such license will result in ineligibility for this role.

Education Verification

Candidates must submit college transcripts to support claimed education. Official transcripts must be provided if selected, and only education from accredited institutions recognized by the Department of Education will be accepted.

Foreign Education

For education completed outside the U.S., proof of equivalency to U.S. educational standards must be provided.
