Position Overview

Clinical Nurse I: $40.52 Clinical Nurse II: $42.55

ROLE DEFINITION:
Under direct or general supervision, the Clinical Nurse I/II delivers proficient clinical nursing services to clients in outpatient environments within Public Health and Mental Health Services. The nursing services provided focus on health promotion, as well as the prevention and management of illness and disability in programs addressing mental health, communicable diseases, chronic diseases, maternal and child health, and other necessary programs.

KEY DISTINCTIONS:

Clinical Nurse I
This is an entry-level role. Under the direct supervision of the Director of Nursing, the Clinical Nurse I offers clinical nursing services in Public Health and Mental Health settings. This position is designed for a nurse with limited experience. The Clinical Nurse I is differentiated from the Clinical Nurse II by the latter's expected greater professional experience in healthcare settings, including Public Health and Mental Health.

Clinical Nurse II
The Clinical Nurse II is fully competent as a Registered Nurse and is capable of independently executing the complete range of clinical nursing services.

Responsibilities Include:

  • Delivering medication management services to clients with mental or emotional disorders.
  • Providing case management services to selected clientele.
  • Ordering and maintaining clinic supplies and medications.
  • Administering psychotropic medications and monitoring for side effects.
  • Coordinating client care with healthcare providers.
  • Preparing necessary program reports.
  • Offering public health information to the community.
  • Aligning clinic programs with other health department initiatives.
  • Administering immunizations to both adults and children.
  • Conducting clinical diagnostic procedures for the detection of specific conditions.
  • Collecting blood and other specimens; performing laboratory tests as required.
  • Monitoring and reporting diseases as mandated by the health department.
  • Providing patient counseling and education related to clinical care needs.
  • Maintaining accurate documentation of services rendered.
  • Conducting home visit assessments in collaboration with the PHN II or the Director of Nursing.
  • Performing additional duties as assigned.

Minimum Qualifications:

Knowledge of:
The principles, practices, and skilled techniques of nursing and related nursing theory; application of the nursing process; adherence to standard safety practices; understanding of the legal aspects of nursing; knowledge of current mental health recovery models.

Skills and Abilities:
Establishing and maintaining cooperative working relationships with staff, the general public, and other departments and community agencies; communicating professionally and effectively with clients and staff; maintaining accurate and complete records and reports; performing procedures according to established protocols; effectively speaking and writing; utilizing computer software for electronic health records and information searches.

Education, Training, and Experience:
Clinical Nurse I: Equivalent to graduation from an accredited program in registered nursing and one (1) year of professional nursing experience in a clinical setting such as a medical office, mental health program, hospital, or home health agency.
Clinical Nurse II: Equivalent to graduation from an accredited program in registered nursing and two (2) years of professional clinical experience, preferably in a public health or mental health outpatient setting.

Special Requirements:

  • Must possess a valid license as a Registered Nurse issued by the State of California.
  • A California driver's license issued by the State Department of Motor Vehicles is required at the time of appointment.

Physical Demands:
Mobility to work in a standard office environment, including standing, stooping, bending, and kneeling; ability to use standard office equipment and attend off-site meetings; physical capability to sit or remain stationary at work for extended periods; manual dexterity to use standard office equipment and supplies and to handle both single sheets of paper and large document holders (binders, manuals, etc.); vision to read handwritten and printed materials and a computer screen; hearing and speech to communicate in person and by telephone.
