Oakland, California, United States Block Full time
Job Overview

Company Overview:
Block is a unified organization composed of various segments, all driven by a shared mission of economic empowerment. Our foundational teams — including People, Finance, Legal, Security, and Engineering — provide essential support and guidance at the corporate level. These teams collaborate across business units and global time zones to develop inclusive policies, forecast financial strategies, provide legal counsel, safeguard systems, and nurture innovative initiatives. Every challenge presents new opportunities, and we value diverse perspectives to identify them.

Position Summary:

Block is seeking a seasoned Regulatory Licensing Manager with substantial international lending experience. This role offers a unique opportunity to be part of a dynamic legal team addressing significant regulatory challenges. As we broaden our services, your insights and contributions will have an immediate and meaningful impact.

The primary objective of this position is to ensure that Block meets its licensing and regulatory obligations in the lending sector outside the U.S., which are vital to our success. Key responsibilities include providing comprehensive support to the Regulatory Team and Regulatory Counsel, managing license applications, monitoring regulatory requirements, preparing regulatory reports and submissions, and engaging in regulatory analysis projects. You will champion project management and execution, collaborating with various departments to ensure compliance with applicable regulations while streamlining regulatory processes to foster innovation.

Key Responsibilities:
  • Co-manage an international licensing program that meets our legal and regulatory obligations while minimizing impact on business operations.
  • Assist regulatory counsel with product analysis and scoping for new product development or regulatory changes in jurisdictions outside the U.S.
  • Oversee regulatory reporting requirements by collecting data from diverse internal stakeholders, harmonizing information, and ensuring timely and accurate report submissions.
  • Manage all assigned licensing obligations, collaborating with internal and external stakeholders as necessary:
    • Oversee third-party licensing vendors and coordinate work orders.
    • Maintain daily licensing operations and manage regulatory records.
    • Support the preparation and submission of license applications, examinations, or investigations.
    • Foster and maintain strong relationships with internal partners, external stakeholders, and regulators.
    • Effectively manage assigned tasks with a collaborative approach.
Qualifications:

Required Skills and Experience:

  • 4+ years of direct experience in international lending licensing, regulatory examinations, or regulatory affairs in the lending sector.
  • A BA/BS degree; paralegal experience is a plus.
  • Experience with lending licensing applications, maintenance, and management in jurisdictions outside the U.S.; examination and investigation experience is advantageous.
  • Familiarity with lending regulations and best practices in the financial services industry, preferably in international contexts.
  • Experience interacting with regulatory agencies and senior leadership.
  • Proven ability to create and implement operational efficiencies.
  • Experience in interpreting and clarifying legal and regulatory obligations across various disciplines and levels.
  • Proficiency with NMLS, GSuite, Microsoft Office Suite, Adobe Acrobat, Jira, and Asana.
Additional Information:

Block adopts a market-based approach to compensation, which may vary based on geographic location. The starting salary for the successful candidate will be determined based on job-related skills, experience, qualifications, work location, and market conditions. Full-time employee benefits include:

  • Comprehensive healthcare coverage (Medical, Vision, and Dental insurance).
  • Health Savings Account and Flexible Spending Account options.
  • Retirement plans with company matching.
  • Employee Stock Purchase Program.
  • Wellness programs, including mental health support and financial planning services.
  • Paid parental and caregiving leave.
  • Generous paid time off, including holidays and sick leave.
  • Learning and development resources.
  • Paid life insurance, AD&D, and disability benefits.

We are an equal opportunity employer and evaluate all employees and applicants consistently, without regard to race, color, religion, gender, national origin, age, disability, veteran status, pregnancy, gender expression or identity, sexual orientation, citizenship, or any other legally protected class.

We encourage applicants to communicate any required accommodations with their recruiter, who will treat these requests confidentially.
