Position Summary:
We are seeking a proactive, detail-oriented, and organized individual capable of managing multiple tasks in a dynamic environment.

Key Responsibilities

ISN is currently looking for experienced professionals to support the Security Division's comprehensive background investigation contractor services. The primary mission involves conducting a full range of Background Investigations (BI) services in compliance with various Executive Orders (EOs), Security Executive Agent Directives (SEADs), Investigative Standards (IS), and FBI Policies.

In this role, you will be instrumental in fulfilling OGA and TW 2.0 requirements, identifying and adjudicating personnel threats that could impact the FBI's mission. Most clearances required are Top Secret (TS), necessitating initial full-field Single Scope Background Investigations (SSBIs) and subsequent reinvestigations. Your contributions will help ensure the FBI adheres to its high standards and complies with policies established by executive orders, ODNI, and OPM for personnel vetting.

Essential Duties
  • Oversee the administrative and daily operations of the program.
  • Act as the primary program lead and liaison between the Government and the Contractor.
  • Facilitate effective communication and proactively identify and resolve issues within the Contractor's team and between the Contractor and various Government clients.
  • Participate in regular meetings with Government clients to discuss workload, contract performance, and emerging issues.
  • Ensure the implementation of quality control measures.
  • Generate required contractual and programmatic reports and briefs.
  • Maintain quality control over Contractor staff to ensure services and products are delivered on budget and schedule as per SOW requirements.
  • Manage overall project personnel, delivery of reports, and other deliverables.
  • Develop and implement short-term (tactical) and long-term (strategic) work plans to ensure performance.
  • Establish and enforce work standards.
  • Coordinate with Government clients for assignment of work schedules.
  • Review and address work discrepancies.
  • Supervise Contractor personnel, communicate policies, and organizational goals.
  • Ensure all incoming contractors receive adequate training for their positions.
  • Track all incoming Contractor personnel and provide weekly status and processing issue reports to Government clients.
Qualifications

Minimum Experience Requirements:

  • Must possess a current Top Secret (TS) security clearance and be capable of obtaining SCI access, including passing a CI polygraph exam.
  • Extensive knowledge of Security Division (SecD) discipline, project management, and the ability to manage multiple tasks/projects.
  • Eight (8) years of experience in a specialty related to personnel security management, including scheduling and supervising project personnel.
  • Ten (10) plus years of federal, state, local, or military law enforcement (LE) experience, or fifteen (15) years of experience managing tasks and supervising personnel, including human resources and personnel security.
  • A Master's degree in any field of study is preferred; a Bachelor's degree is required.
  • At least five (5) years of experience within the past ten (10) years (two (2) years within the last four (4) years) directly related to managing or performing similar responsibilities as described herein and in the Statement of Work (SOW).
  • Prior experience managing all aspects of a full scope background investigation program.
  • Familiarity with Executive Orders (EO and 12968), Security Executive Agent Directives (SEAD) 4 and SEAD 7.
  • Functional experience with Continuous Vetting and Trusted Workforce 2.0 or similar programs in scope and scale.
