Job Title: Engineer - Design

Job Summary:

The City of Houston is seeking a highly skilled Engineer - Design to join our team at the Houston Airport System. As a key member of our Infrastructure Division, you will be responsible for managing all activities related to developing and maintaining facilities assets through programming and execution of projects in the Capital Improvement Plan (CIP) to meet the strategic objectives of the airport.

Key Responsibilities:

  • Manage engineering and construction activities of professional engineers, consultants, technicians, and inspectors involved in operating and capital improvement projects for a system of municipal airport.
  • Interpret and apply federal, state, and local regulations applicable to the construction and alteration of airport facilities.
  • Prepare capital program and operating budgets.
  • Develop, design, or create new engineering applications, systems, and ideas.
  • Coordinate the implementation of various drawings, plans, projects, and contracts.
  • Review and update plans, specifications, and cost estimates.
  • Prepare and review technical correspondence, reports, procedural guidelines, and project schedules.
  • Interface with departments, consultants, technical professionals, and the general public to address inquiries.
  • Develop reports and other administrative documents.
  • Provide technical support and expertise on various projects, plans, and programs.
  • Conduct on-site field observations and inspections.
  • Interpret codes to ensure consistent applications.
  • Assist in preparing contract documents, evaluation of bids, responses to vendor inquiries, and awards contract correspondence.
  • Review and monitor work activities performed by external consultants.
  • Coordinate special projects.

Requirements:

  • Graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.
  • Four years of active practice in engineering work after graduation from an approved curriculum in engineering.
  • Registration as a Professional Engineer in the State of Texas.
  • Valid Texas driver's license and compliance with the City of Houston's policy on driving.

Preferred Qualifications:

  • Experience in Pavement Management Program: Pavement Condition Assessment, PCI Survey, Runway Friction, and Grooving.
  • Knowledge of ACN-PCN (ACR-PCR) Weight Bearing capacity Evaluation.
  • Experience with FAA Pavement Design Software: FAARFIELD, COMFAA, AviPlan, and knowledge of airfield pavement repair materials.
  • Familiarity with CSPP/SRA process and other FAA requirements.
