Job Summary

This position is located in the Financial Management Directorate, Library Collections and Services Group. The position description number for this position is not provided. The salary range indicated reflects the locality pay adjustment for the Washington, D.C., Metropolitan area. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Responsibilities

This position is responsible for providing high-level technical expertise to accomplish analysis of data, development of methodological approaches, study design, and advanced written, verbal, and visual communications of study/analysis output. Analyses generally support the Enterprise Planning and Management (EPM) initiative to help drive improved planning and management business decisions for the Library of Congress (Library) through advanced data science methods including, but not limited to, anomaly detection, regression or association analysis, record linkage, business analytics, data visualization, predictive analytics (including forecasting), and/or statistical analysis. The incumbent also supports other priority initiatives including, but not limited to, payroll forecasting and modeling, including attrition prediction, as well as cost management and other internal controls.

Requirements

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to conduct data science analysis. Knowledge of computer science, mathematical, and statistical theories, techniques and methods. Ability to prepare and present written technical reports and findings. Ability to design, develop and utilize data collection instruments to assess program's effectiveness to established goals. Ability to make recommendations based upon findings that support the agency mission. Ability to work collaboratively with others. Ability to communicate effectively other than in writing.
