Position Overview:

PotomacWave Consulting is seeking a skilled Research Analyst to provide support for a Federal client. This role involves acting as a technical expert on Intelligence-related Work (IW) initiatives and ensuring a thorough understanding of project developments to inform stakeholders about the status of approved work, address any issues between the client and project sponsors, and ensure adherence to established policies and guidelines.

Key Responsibilities:

  • Engage and coordinate with field offices, laboratory program management, and project sponsor representatives within the Intelligence Community (IC).
  • Offer guidance and assistance to field intelligence elements, IC departments, and agencies regarding Departmental policies and procedures for requesting and executing IW.
  • Function as a technical authority on IW projects, maintaining an up-to-date understanding of project activities to inform IW participants about approved work status, client-project sponsor issues, and compliance with relevant policies.
  • Act as a primary contact for customer relations, addressing concerns and ensuring that issues are effectively presented, negotiated, and resolved.
  • Propose viable policies, strategies, and procedures for the approval and execution of IW activities.
  • Ensure that the assigned IW portfolio complies with all intelligence requirements, recognizing the sensitivity of certain projects due to the need to protect intelligence sources and methods critical to national security.
  • Maintain an automated tracking and monitoring system for internal use and for the broader complex.
  • Utilize various government information technology systems and databases to analyze message traffic for items of interest, according to client criteria, and report findings to senior leadership.
  • Collaborate closely with IW participants to clarify IN guidance and requirements for IC IW.
  • Exhibit the ability to assess information without breaching directives and confidentiality.

Qualifications:

  • Extensive knowledge and proficiency in applying analytical and evaluative methods and techniques in intelligence research and technology utilization.
  • A comprehensive understanding of the Department of Defense, the National Intelligence Community, and U.S. government organizations, along with their roles in processing, analyzing, and managing IW and sensitive intelligence information.
  • Proven experience in analyzing and evaluating technical and scientific data related to interagency and intelligence agreements.
  • Familiarity with the preparation and handling of classified materials at the classified level.
  • Ability to analyze information from diverse sources and tools, providing assessments for improvements and recommendations.
  • Effective communication skills, both oral and written, with the capability to liaise with intelligence personnel.
  • Experience in preparing various recurring and special reports, briefings, and information papers.
  • Ability to work with tact and discretion with federal and contractor management, senior managers, and high-level personnel.
  • Successful completion of a counterintelligence-scope polygraph examination may be required for this position.
  • Must possess an active TS clearance.
