Key Responsibilities

This role is situated within the U.S. Department of the Interior, specifically in the Office of Emergency Management (OEM) at the Interior Operations Center (IOC).

At the full performance level (GS-12), the primary responsibilities of this position encompass, but are not limited to:
1) Monitoring various information channels to gather, assess, validate, prepare, and distribute information to ensure prompt notifications and alerts are communicated to essential personnel regarding significant incidents impacting DOI facilities and/or staff.
2) Sustaining situational awareness of ongoing incidents and events to create and uphold a Department-level common operating picture.
3) Tracking and documenting critical incidents, observing ongoing events for new and updated information, executing standard operating procedures, and maintaining comprehensive watch office logs and essential records.
4) Preparing necessary alerts and notifications to relay updated information concerning emergency management activities and events to a broad interagency audience.
5) Ensuring proficiency in the operation of IOC communication and IT systems to enable information sharing, disseminate alerts and notifications, and manage both classified and unclassified IOC communication systems.
6) Engaging in activities that support the Interior Operations Center, Emergency Operations Division, Office of Emergency Management, the Department's emergency management program, and the Secretary of the Interior in operational areas such as analysis and production, modeling, innovation, and tool development.
7) Leading workgroups and facilitating emergency management projects in alignment with the office's strategic objectives and initiatives.

The Office of Emergency Management has determined that the responsibilities of this position are suitable for telework, and the selected candidate may be permitted to telework with supervisor approval.

Important Notes:

The incumbent may be required to operate a government vehicle to complete assigned tasks, such as site visits and field research; therefore, a valid state driver's license is necessary. This position is subject to both pre-employment and random drug testing as a condition of employment. A verified positive drug test will disqualify applicants from appointment. Responsibilities involve office-type work with occasional field activities characterized by moderate physical exertion, necessitating basic good health. Activities may include climbing stairs, standing for extended periods, and some bending, stooping, or light lifting. Individuals must be capable of assisting others during evacuations. The incumbent must be able to operate in austere and operationally challenging environments during activations or deployments. Demanding travel and/or work schedules may be required during emergencies. The incumbent must be prepared to work extended hours during emergency operations with little or no notice. The position may also require the incumbent to wear respiratory or other personal protective equipment. The incumbent is subject to recall at any time for emergency management operations or situations involving national security emergencies, and may be required to remain at work during dismissal or closure situations. The individual regularly works overnight, weekend, and holiday shifts as part of the Interior Operations Center's support for the organization's 24/7 operational requirements. NOTE: This position has been identified for Emergency Operations Division Position Development and Qualification System certification established by the Office of the Secretary, Office of Emergency Management. Upon meeting regulatory and performance requirements, the incumbent may be non-competitively reassigned to the position of Emergency Management Specialist (Watch and Warning Specialist). The incumbent must undergo a Top Secret - SCI background investigation upon entering this position. Failure to obtain the certification or TS/SCI background investigation may result in adverse action, including removal.

Salary Information
GS-11: $80,665 - $104,861 per annum.
GS-12: $96,684 - $125,685 per annum.
First-time hires to the Federal government typically start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position, you must meet the (1) Educational Requirements AND/OR (2) Specialized Experience for the series/grade to which you are applying.

GS-11
A. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized experience is defined as demonstrated experience: 1) Analyzing and/or evaluating critical, time-sensitive information regarding emergency management incidents; 2) Applying emergency management procedures while working in an organization; and 3) Utilizing accepted emergency management systems such as: NIMS (National Incident Management System), ICS (Incident Command System), NRF (National Response Framework).
Note: If qualifying in whole on specialized experience, applicants must meet two of three statements defined above.

B. Educational: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, and have submitted transcripts to verify this information or equivalent combination of education and specialized experience that totals 100% of the experience requirement to qualify.

OR

C. Combination: A combination of specialized experience and education that totals 100% of the experience requirement.

GS-12
A.
