As a key member of the leadership team, the ideal candidate will bring strategic foresight, strong business insight, and a dedication to promoting both economic and environmental advancement. Reporting directly to the Chief Program Officer, this role is crucial in identifying, engaging, and nurturing partnerships with key bioindustrial manufacturing companies, facilitating access to capital and infrastructure, and supporting bioeconomy startups in resource acquisition while encouraging innovation and collaboration within the circular bioeconomy sector.

Key Responsibilities

Business Attraction: Formulate and implement a detailed strategy to attract bioindustrial manufacturing firms to the NSJV, focusing on job creation, connecting businesses with local feedstock suppliers, expanding the bioproduct customer base, and enhancing site readiness and marketing efforts.

Engagement with Anchor Firms: Build and maintain relationships with anchor firms through targeted financial and process incentives, foster business connections with regional suppliers and customers, highlight the region's competitive advantages, and stimulate cluster effects to strengthen industry connectivity.

Management of Incentive Programs: Design and collaborate with local and state public agencies to manage flexible, firm-specific incentives that align with regulatory reforms and financial incentives supporting the establishment and growth of anchor employers in the NSJV.

Program Oversight: Supervise various organizational services and programs that directly support and accelerate bioeconomy firms in the NSJV, including a startup accelerator, technical assistance initiatives, and commercialization matching grants. Lead a small team of program staff to ensure effective implementation of these programs.

Infrastructure Evaluation: Assess site requirements and readiness to facilitate bioindustrial manufacturing activities, promote priority sites in the region for biomanufacturing, and connect firms with brokers, relevant economic development agencies, and suitable sites.

Partnership Development: Collaborate with internal and external stakeholders, including technical assistance providers, government entities, consultants, and economic development organizations, to leverage resources, jointly market the region, and expedite bioindustrial manufacturing activities.

Qualifications

Knowledge, Skills, and Abilities:

Expertise in Business Development: Proven experience in crafting and executing business attraction strategies, ideally within the manufacturing, agricultural, or renewable energy sectors.

Industry Acumen: Understanding of bioindustrial manufacturing processes, market dynamics, and the regulatory landscape, with an emphasis on circular economy principles and sustainability.

Relationship Management: Exceptional interpersonal skills with the ability to cultivate and sustain relationships with anchor firms, government agencies, and industry stakeholders.

Strategic Insight: Capacity to think strategically, foresee industry changes, and devise innovative solutions to attract and retain bioindustrial manufacturing companies.

Communication Proficiency: Strong written and verbal communication skills, capable of clearly articulating complex concepts and influencing key decision-makers.

Project Management Skills: Excellent organizational abilities and attention to detail, with the capacity to manage multiple projects concurrently and meet deadlines in a dynamic environment.

Collaborative Leadership: A leadership style that promotes collaboration and inclusivity, with a commitment to fostering a diverse and inclusive workplace.

Education and Experience: A Bachelor's Degree and a minimum of 8 years of professional experience are required. Educational or professional background in a science or technology-driven field, particularly in biomanufacturing or a closely related area, is preferred. Experience in environmental sustainability or climate technology is advantageous.

Mobility: The candidate must be able to attend in-person meetings across the North San Joaquin Valley region.

Compensation: The anticipated salary range is $100,000-$120,000, based on experience, along with an annual bonus and a competitive benefits package that includes:
