Chisago County is seeking a highly skilled Assessor Manager to oversee a team of assessors responsible for producing fair and equitable property assessments. The successful candidate will be responsible for ensuring assessors appraise and classify all real and personal property within Chisago County.
Key Responsibilities:- Provide leadership, training, and coaching to the assessment team.
- Participate in the selection and interviewing of new assessors.
- Ensure property evaluations establish a fair and equitable assessment.
- Establish and maintain a Residential/Agricultural manual for training purposes.
- Conduct sales ratio studies, verify assessment data, and analyze cost and depreciation tables.
- Physically inspect properties to verify quality, condition, age, measurements, and amenities.
- Assess complex properties, including processing applications and eCRVs.
- Determine property classification based on use and accurately input information.
- Provide high-quality customer service and communicate information to property owners.
- Negotiate and prepare for tax court and testify concerning property assessment.
- Represent Chisago County at Local and County Board of Appeals and Equalization meetings.
- Four-Year Degree and at least 5 years of job-related experience.
- Possess an Accredited Minnesota Assessor (AMA) license and achieve a Senior Accredited Minnesota Assessor (SAMA) license within 3 years of hire.
- Strong verbal and written communication skills.
- Successfully pass a background check.
- Degree in Real Estate, Mathematics, Statistics, Finance, or a related field.
- More than one year of supervisory experience.
- Knowledge of property appraisal, property tax classifications, building construction costs, and land qualities.
- Knowledge of Minnesota Property Tax Statutes.
- Skill to perform physical property reviews and analyze sales to make market adjustments.
- Ability to work independently and communicate with a wide variety of people.
- Ability to handle stressful situations.
