POSITION SUMMARY
The City of Rocklin is seeking an experienced IT professional who is dedicated to leading teams, fostering innovation, and enhancing City services through technology.
The IT Manager will be instrumental in developing and executing the City's technological strategies, ensuring they align with the overarching mission and objectives of the City.
This role involves overseeing and mentoring a team of skilled IT professionals, while also engaging in the daily operational tasks and responsibilities.
KEY RESPONSIBILITIES
The IT Manager will be tasked with:
- Implementing the City’s IT strategic plan to promote transparency, operational efficiency, and staff satisfaction.
- Upgrading the existing document management and retention systems.
- Investing in technologies that support economic development initiatives.
ROLE DEFINITION
Under general supervision, this position manages the planning, budgeting, implementation, maintenance, and security of the information technology infrastructure, including hardware and software solutions used by City departments. The IT Manager will execute and enforce IT strategies and policies, develop and manage the division budget, and facilitate the governance process for technology projects.
SUPERVISORY RESPONSIBILITIES
This role receives general direction from the Director of Administrative Services and exercises supervision over professional, technical, and clerical staff.
CLASS CHARACTERISTICS
This is a management-level classification responsible for overseeing the IT Division's administrative activities. The incumbent will provide high-level technical expertise in network and server systems design, administration, and security.
ESSENTIAL DUTIES
Responsibilities may include, but are not limited to:
- Managing and organizing projects and resources for the IT Division, including networks, servers, workstations, and security systems.
- Assisting in the development and implementation of departmental goals, objectives, and policies.
- Supervising professional and technical staff, including hiring and training.
- Directing the information security program to manage cyber risks.
- Establishing standards and procedures for security controls and training.
- Coordinating with customers to identify IT needs and determine appropriate solutions.
QUALIFICATIONS
The ideal candidate will possess:
- A bachelor’s degree in Computer Science, Information Technology, or a related field.
- Eight years of progressive experience in IT management, including three years in a supervisory role.
- Knowledge of advanced computer/information technology systems and project management principles.
ADDITIONAL REQUIREMENTS
Possession of a valid California Class C Driver License is required. Relevant certifications such as MCSE or PMP are highly desirable.
