Role of the Legal Affairs Division: The Legal Affairs Division acts as the internal legal counsel for the Department, offering expert legal guidance and support across a spectrum of municipal tax and revenue matters. Our attorneys address a variety of legal challenges, including those related to parking infractions, property taxes, business income taxes, collections, and employment law.

Position Summary: Under the supervision of the Director of Parking, the Parking Enforcement Unit is responsible for managing disputes and inquiries from vehicle owners and lienholders concerning the enforcement of parking judgments. Legal professionals in this unit engage with stakeholders to resolve issues related to vehicle enforcement and prepare necessary legal documentation.

Key Responsibilities:

  • Conduct legal analysis on matters pertaining to parking violations, vehicle priorities, and relevant state laws.
  • Perform legal research and draft legal documents, including memoranda and responses.
  • Assist the public in navigating complex legal issues arising from parking enforcement actions.
  • Represent the agency in administrative hearings and other legal forums, requiring travel across boroughs.
  • Address general legal matters and contribute to special projects as assigned.

Qualifications:

Applicants must possess admission to the New York State Bar and meet one of the following criteria:

  • One year of relevant legal experience post-admission to any state bar; or
  • Six months of satisfactory service as an Agency Attorney Intern.

Maintaining good standing with the New York State Bar is essential throughout employment.

Preferred Skills:

  • Experience in administrative proceedings and parking violation matters is advantageous.
  • Familiarity with legal management systems is a plus.
  • Strong communication, research, and writing skills are highly valued.
  • Ability to present complex legal concepts clearly and concisely.
