The focus area for this role is stormwater management, requiring significant initiative and independent decision-making.

Key Responsibilities:

  • Develops and executes project plans, managing finances, budgets, and resources to fulfill assigned objectives, which may include handling complex technical issues;
  • Enhances administrative efficiencies by supporting operational, financial, and budgeting processes;
  • Establishes requirements and operational plans, taking a leadership role in providing administrative support to senior management;
  • Evaluates assigned operations and associated costs, designs, and administrative systems necessary to meet project goals;
  • Conducts research and compiles data to assess project objectives, goals, and specifications;
  • Coordinates and oversees project assignments, including planning and operational phases, which may involve design, development, testing, and implementation;
  • Estimates timelines, quality, and resource requirements for successful project execution;
  • Monitors project progress and prepares reports for upper management;
  • Ensures adherence to project schedules and addresses any delays promptly;
  • Evaluates and tracks progress in assigned areas of responsibility, providing updates to senior management;
  • Facilitates the strategic planning process for developing and implementing integrated plans, policies, and procedures;
  • Analyzes outcomes, monitors progress, and manages change implementation;
  • Develops effective communication strategies to ensure information dissemination across all levels of County employees;
  • Reviews best practices from other departments and organizations for potential improvements;
  • Participates in or leads cross-functional project teams;
  • Monitors planning activities and implementation status to ensure alignment with strategic objectives;
  • Oversees progress on special projects and services in accordance with established requirements;
  • May supervise staff on a regular or intermittent basis;
  • Performs additional related duties as assigned.

Qualifications:

  • Eight years of professional experience in the relevant field, including at least one year in a supervisory capacity; or
  • An Associate's degree in project management, business, finance, public administration, planning, information technology, or a related discipline, accompanied by six years of relevant experience; or
  • A Bachelor's degree in a related field with four years of relevant experience; or
  • A Master's degree with two years of relevant experience; or
  • An equivalent combination of education, training, and experience.
  • Valid Florida Driver's License required at the time of hire.
  • Availability to work various schedules, including mandatory periods during emergencies or special situations.

Preferred Qualifications:

  • Proficiency in ESRI GIS software for data review and editing;
  • Experience with work management software;
  • Advanced skills in interpreting construction and site plans;
  • Understanding of engineering principles related to stormwater and environmental planning;
  • Coordination of programs with federal and state agencies, municipalities, and local businesses may be required;
  • Knowledge of hydrology and hydraulics in relation to stormwater systems;
  • Familiarity with civil engineering principles and mathematical applications related to surveying;
  • Expertise in developing programs for county stormwater facilities and processes;
  • Strong public speaking skills.
