Job Summary

We are seeking a highly skilled and experienced Chief People Officer to lead our Human Resources department at Williamson County. The successful candidate will be responsible for overseeing the planning, financial, and administrative functions of the department, ensuring compliance with applicable federal and state employment laws and regulations, and collaborating with senior leadership to recommend and resolve employee relations issues.

Key Responsibilities
  • Lead and oversee the Human Resources department, including Benefits Administration, Administration Services, Compensation, and Workforce Services teams.
  • Direct the planning, financial, and administrative functions of the department.
  • Ensure compliance with applicable federal and state employment laws and regulations.
  • Collaborate with senior leadership to recommend and resolve employee relations issues.
  • Guide and consult department leaders on various HR topics relating to employee relations, public health and safety, onboarding, and legal matters.
  • Participate as a member of Williamson County's senior leadership team for matters related to HR.
  • Lead and supervise HR and Benefits staff; perform personnel management including hiring, termination, evaluation, employee recognition, and disciplinary actions.
  • Direct the administration, coordination, and communication of policies and procedures regarding various HR laws and practices.
  • Attend Commissioners Court and represent the department and county on various HR items.
  • Monitor County-wide staffing levels while directing the organization's recruitment and hiring process.
  • Develop county-wide HR policies and procedures and assist in the development of other county policies in accordance with legislative initiatives.
  • Counsel and coach employees on issues, concerns, and grievances.
  • Administer, review, and provide recommendations to senior leadership and the Commissioners Court regarding market analysis, compensation, reclassifications, job postings, budgets for new positions, etc.
  • Develop and manage HR and Benefits annual budgets and monitor for compliance.
  • Lead strategic plan team for the culture pillar and implement strategies.
  • Develop and direct various HR processes and programs including salary study, grievance, and training.
  • Partner with actuaries, consultants, and other vendors for HR related expenditures to ensure quality service and products are delivered.
  • Serve as coordinator for Texas County & District Retirement System (TCDRS), ADA, Sick Leave Pool.
  • Serve as Civil Service Director.
  • Attend all meetings and trainings, as required.
  • Perform special duties as assigned.
Requirements
  • Bachelor's degree in Human Resources, Public Administration, or Business Administration.
  • Eight (8) years of senior level HR experience to include compensation administration, benefits administration, employee relations, recruiting and interviewing, policy administration, budget management, and organizational development.
  • Six (6) years of office and personnel management experience.
  • Extensive knowledge of employment laws.
  • Working knowledge of Microsoft Office Suite.
Preferred Qualifications
  • Master's degree in Human Resources, Public Administration, or Business Administration.
  • One of the following certifications: Certified Compensation Professional (CCP), Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR), or The Society for Human Resource Management – Senior Certified Professional (SCP) or Certified Professional (CP).
  • Previous public sector experience.
  • Previous experience with civil service.
