Job Title: Special Projects Manager

Under general direction, the Special Projects Manager will perform work of considerable difficulty in providing managerial, technical, administrative, and supervisory direction and assistance in the operation of the division/department. The successful candidate will plan, develop, manage, and monitor special projects as assigned by the Director/Commissioner.

Key Responsibilities:
  • Provide managerial and administrative direction to professional, technical, maintenance, operational, and support staff involved in various programs and services.
  • Plan, direct, and coordinate special projects to ensure implementation and prescribed activities are carried out in accordance with governing regulations, specified objectives, priorities, time limitations, and funding conditions.
  • Utilize independent judgment in the interpretation of policies, procedures, rules, and regulations governing specialized administrative areas.
  • Provide administrative and technical support and/or oversight with ERP-related activities.
  • Analyze and prepare new or revised policies, programs, and procedures to ensure efficient operation of the division/department and to better serve the public.
  • Ensure that assigned responsibilities are in compliance with applicable federal, state, and local rules and regulations.
  • Provide technical and professional advice in areas of expertise to other city administrators as requested.
  • Prepare or oversee the preparation of detailed technical reports, legislation, correspondence, and responses to Council referrals.
  • Investigate and respond to complaints and inquiries.
  • Maintain liaison and attend meetings with other governmental agencies, various trade, business, and community organizations, interest groups, and the general public.
  • Prepare or assist in the preparation of the annual budget and oversee budget administration to ensure compliance with fiscal requirements.
  • Represent the division/department at meetings and in litigation.
  • Hear employee complaints and grievances and adjust and/or recommend disposition of same.
  • Counsel employees and/or initiate disciplinary actions and conduct employee investigations and/or hearings.
  • Participate in the interview process for prospective employees and make recommendations regarding appointments.
Requirements:
  • Graduation from an accredited college or university with a Bachelor's Degree in Business or Public Administration, Engineering, Landscape Architecture, or a closely related area.
  • Four (4) years of administrative and/or engineering experience involving project management, which includes the research, development, administration, and evaluation of major projects.
