Job Title: Mainframe Developer

At Hill Country Project Management LLC, we are seeking a highly skilled Mainframe Developer to join our team. The successful candidate will play a key role in designing, developing, and maintaining applications contributing to the Statewide Financial Systems team under the guidance of the Fiscal Management division.

Key Responsibilities:
  • Develop and implement advanced solutions in alignment with CPA's standards, guidelines, and design documentation.
  • Perform coding, testing, debugging, and provide high-quality solutions for large-scale enterprise systems.
  • Collaborate with both technical and non-technical staff to ensure seamless coordination of changes, prepare test data, troubleshoot issues, and ensure systems meet availability and performance requirements.
  • Participate in all phases of the Software Development Life Cycle, including design, software development, and code review.
  • Perform extensive code reviews and analysis, writing reports on code analysis to determine if industry standards and best practices are being followed.
  • Provide guidance and knowledge sharing to existing development staff.
Requirements:
  • 5+ years of experience making code changes in accordance with standards, guidelines, and design documents provided.
  • 5+ years of experience coordinating the testing, debugging, and preparing of test data and interacting with technical and non-technical staff in the coordination of changes.
  • 5+ years of professional experience in software development, building production software systems.
  • 5+ years of experience with IBM Enterprise COBOL for z/OS, IBM DB2 for z/OS, MVS/JCL, data integration, and data quality.
  • 5+ years of experience with Software AG's NATURAL and highly complex application security requirements.
  • 2+ years of experience with any of the Texas CPA Statewide Financial Systems: USAS, USPS, SPRS, TINS, HRIS, and SPA.
  • 2+ years of experience with Agile development, experience with Scrum, Kanban, Jira, and Confluence.
  • Proficient with the Microsoft Office products, including Outlook, TEAMS, Microsoft Project, Word, Visio, Excel, PowerPoint.
Preferred Qualifications:
  • Experience with CICS Web Services, CONTROLM for z/OS, public sector experience, and designing and implementing secure RESTful web services.
  • Experience with code reviews, in-depth code analysis, and completing system documentation.
  • Experience in developing and implementing containerized web applications in the cloud with high proficiency in one or more languages from our stack.
  • Experience with AWS services, such as CloudFront, EC2, CloudFormation, Lambda, S3, Route53, AWS CDK, SNS, and SQS.
  • Experience building apps using Python, React JS, NodeJS, web services, writing RESTful interfaces, designing and implementing secure RESTful web services, and microservices.
  • Experience with Agile teams, iteratively and incrementally delivering software while practicing code review, Java programming language, coaching, mentoring, and knowledge transfer to junior-level software developers and other personnel.
  • Experience with BMC Code Pipeline (formerly Compuware ISPW) and knowledge of Topaz and IDz Eclipse for Mainframe.
