Position Title: Accountant Level II - Financial Management Specialist
Position Summary: MILVETS is seeking a highly skilled Accountant Level II to support the government at Aberdeen Proving Ground, MD. The successful candidate will be responsible for performing a variety of budgetary functions, including analyzing and formulating program requirements, preparing and justifying budgets, and tracking acquisition schedules and program milestone schedules.
Key Responsibilities:
- Implement and manage the organization's budgetary program, policies, and procedures.
- Analyze and formulate program requirements, prepare and justify budgets, and track acquisition schedules and program milestone schedules.
- Monitor and track obligations and expenditures through the contract execution phase.
- Initiate and track procurement and budget documentation throughout the procurement and budget cycles.
- Support a wide variety of budgetary reports, ranging from simple data calls to complex work products.
- Manage budget and funding execution utilizing GFEBS and LMP, working in tandem with Program Analysts to balance budget and all funding requirements.
- Create execution documents, including Military Interdepartmental Purchase Requests (MIPRs), Procurement Work Directives (PWDs), and funding reports.
- Consolidate the accuracy of budget data estimates using statistical techniques, such as extensions, averages, and trend analysis of historical data.
- Monitor and track obligations and expenditures for assigned activity accounts on related budgetary forms, schedules, and reports.
- Verify that obligations and expenditures occur on a timely basis in accordance with the annual work plan and regulatory controls and are within amounts programmed.
- Independently resolve any budgetary discrepancies.
Qualifications:
- Bachelor's Degree in Accounting, Business, Economics, or a related field.
- Certified Defense Financial Manager (CDFM) certification is preferred.
- A minimum of ten (10) years of related experience with GFEBS, preparing execution documentation, and financial reporting.
- Experience with Appropriated funding, such as OMA, OPA, RDTE, etc.
- DoD Program Executive Office (PEO), Project Manager (O6 PM), or Product Manager (O5 PdM) experience is required.
Clearance: An Active United States Department of Defense Secret clearance is required.
