Job Summary

Key Responsibilities
  • Develop and implement comprehensive emergency response plans, evacuation procedures, and programs to mitigate the effects of disasters on the population of St. James Parish.
  • Establish specific goals and objectives for the Emergency Preparedness department, ensuring alignment with the parish's strategic objectives.
  • Supervise the testing of all emergency alert and communications systems, ensuring seamless operations during emergency situations.
  • Assist in the management of the 800 MHz Radio System and the Louisiana Wireless Infrastructure Network radio consoles, ensuring optimal functionality.
  • Develop and coordinate procedures to minimize the effects of disasters, including the implementation of state and local shelter and evacuation plans.
  • Test operational plans and make necessary adjustments to ensure maximum efficiency and effectiveness.
  • Plan and participate in training exercises to enhance personnel efficiency and readiness.
  • Prepare reports to federal and state agencies regarding the development, implementation, and progress of local emergency plans.
  • Assist in the development and implementation of plans to resolve identified problems and improve emergency response capabilities.
  • Inventory manpower and material resources from governmental, volunteer, and private sector sources to ensure a robust emergency response framework.
  • Respond to natural disasters, transportation incidents, and fixed facility incidents involving hazardous materials, ensuring the safety of the community.
  • Rotate on-call status for emergency response and serve as the primary point of contact for nights, weekends, and holidays.
Qualifications
  • Bachelor's degree from a four-year college or university in a closely related field (a plus but not required).
  • Five (5) years related experience and/or training preferably within a governmental entity.
  • Experience in emergency operations, management, and specific emergency response experience preferred.
  • Proficient in the use of computers, especially Microsoft Office programs (Microsoft Word and Microsoft Excel).
  • Excellent public relations and communication skills.
  • Knowledge of federal and state regulations and experience with compliance and quality control measures specific to emergency management.
Physical Demands

The successful candidate will be required to:

  • Regularly stand, sit, reach with hands and arms, and talk or hear.
  • Occasionally lift and/or move up to 50 pounds.
  • Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment

The successful candidate will work regularly indoors within an office environment and may work outdoors and be exposed to weather and other environments during emergency operations activities.
